近日，海南测绘局印发《关于为海南国际旅游岛建设做好测绘保障服务的通知》。

　　通知指出，建设海南国际旅游岛是国家的重要战略，同时也是海南建省办经济特区以来面临的又一次重大历史机遇。国际旅游岛建设对海南测绘工作提出了新的要求。通知要求，各单位、各部门要认真组织学习《国务院关于推进海南国际旅游岛建设发展的若干意见》（以下简称《意见》），全面理解和准确把握《意见》的主要内容，紧紧围绕国际旅游岛建设各项任务，努力做好测绘保障和服务工作。通知提出以下贯彻落实《意见》的措施：

　　一要大力推进“海南国际旅游岛数字地理空间框架”建设。在国家测绘局和省政府的大力支持下，按照“政府主导、统筹协调，需求牵引、分类构建，统一标准、分建共享，技术先进、持续发展”的原则，全力推进“海南国际旅游岛数字地理空间框架”建设，建成为各部门和行业提供在线服务的基础地理信息公共平台，为国际旅游岛的信息化建设提供基础支撑。

　　二要主动做好测绘成果开发应用。紧紧围绕国际旅游岛建设各项任务的实施，及时、主动做好测绘成果的开发和提供使用工作。完善省级测绘成果目录服务系统，开展市县测绘成果目录服务系统建设，更好地满足经济建设和社会发展对地理信息资源的需要。获取全岛各种分辨率遥感影像数据，进一步丰富海南省基础地理信息资源。

　　三要大力开发和编制各类地图产品。组织编制领导机关工作用图，为领导机关决策提供服务。开发网络电子地图，为公众提供免费、便捷的地图服务。紧紧围绕旅游市场的发展，组织编制一批自驾游、精品路线、生态游等专题地图（册）以及英、俄、日、韩等外文旅游地图，开发旅游路标地图，满足国内外旅客需要。

　　四要加强全省基础测绘工作。继续抓好基础测绘“十一五”规划组织实施，加快1:1万基础地理信息数据更新。抓紧完成“数字儋州”地理空间框架建设示范工程，并推广应用。建设连续运行卫星定位系统（CORS），提供实时、精确的空间定位服务。会同省发改、财政和法制等部门，抓好《基础测绘条例》贯彻实施，按照基础测绘分级管理原则，推动基础测绘纳入省和市、县国民经济和社会发展年度计划及财政预算，建立和完善省和市、县基础测绘投入与更新机制。根据国家测绘局和省政府编制“十二五”规划总体要求，研究制定海南省和各市、县基础测绘“十二五”规划。

　　五要努力提高测绘保障服务能力。加快省基础地理信息产业基地建设，促进数字化测绘向信息化测绘转化和升级，逐步实现地理信息的获取实时化、处理自动化、服务网络化和应用社会化。加快测绘技术装备建设，大力提升地理信息快速获取能力，改善测绘生产保障和安全生产条件。积极推进测绘科技进步，加强无人飞机航摄系统等测绘高科技成果的推广应用，大幅度提高测绘应急保障能力。

　　六要大力发展地理信息产业。以建设海南国际旅游岛数字地理空间框架为契机，进一步强化现代基础地理信息公共服务体系在海南省信息化建设中的基础支撑地位。积极鼓励和引导国内知名地理信息企业到琼从事促进地理信息开发利用和增值服务，推动海南地理信息产业的发展。

　　七要进一步加强测绘市场监管。重点加强地图市场、房产测绘、界线测绘等涉及面广、与群众利益密切相关的测绘活动监管，维护测绘市场公平有序的秩序。加大对省重点工程测绘成果、重大测绘项目成果的质量监管，为重点工程建设保驾护航。加强涉密测绘成果管理、提供、使用、加工等环节的安全保密管理，确保国家安全。
