　　双方开展合作的原则是相互支持、优势互补、共同发展。通过合作，建立基础地理空间信息与国土资源数据共建共享机制，推动“数字海南”地理空间框架建设，促进地理信息数据在国土资源管理建设中的应用服务。

　　协议明确，省国土厅协调各市县国土资源局向测绘局提供土地利用和规划资料、市县和城镇大比例尺地图成果，用于海南省基础测绘资料的更新和优化。测绘局向省国土厅及各市县国土资源局提供海南省行政区域内的基础测绘资料，用于全省环境保护和土地资源、矿产资源等自然资源的规划、管理、保护和合理利用工作。双方建立合作长效机制，在省级基础测绘、土地管理和环保信息化基础空间数据库建设等方面积极开展合作，共同参与“海南国际旅游岛数字地理空间框架”建设，并在土地管理方面开展示范应用。

　　双方议定，各自明确负责双方合作的分管领导和职能处室，做好双方合作事项的组织、实施和协调等工作。每半年召开一次协调会议，通报工作开展情况和处理重大事项情况，协商解决合作中的有关问题。

February 24, Hainan, Hainan Province, Land Surveying and Mapping Bureau and the Environmental Resources Office signed an agreement to strengthen data sharing, promoting the city and county mapping, surveying and mapping results-based management, mapping product quality supervision of 10 to reach a consensus.


Both the principle of cooperation is mutual supportiveness, complementarity and common development. By working together, establish a basis of geospatial information and build a land resource data sharing mechanism to promote the "digital Hainan" geographic space frame construction, the promotion of geographic information data in the construction of land and resources management in the application services.


The agreement specifies that provincial National Land Agency to coordinate city and county Bureau of Land and Resources Bureau to provide land-use mapping and planning information, cities and counties and towns, large-scale map of the results for the Hainan-based surveying and mapping data updates and optimization. Surveying and Mapping Bureau of National Land Agency and the cities and counties to the provincial Land and Resources Bureau of Hainan Province administrative regions of the basic surveying and mapping information for the province's environmental protection and land resources, mineral resources, natural resources, planning, management, protection and rational utilization. Both parties have established a long-term co-operation mechanisms at the provincial level base mapping, land management and environmental information-based spatial database construction in the active co-participation "international tourism island of Hainan digital geographic space frame" construction, and in land management carried out by demonstration应用.


It was agreed that a clear responsibility of their leaders in charge of co-operation and functions of the offices, make matters of bilateral cooperation organization, implementation and coordination and so on. To convene a coordination meeting every six months, of work carried out and dealing with major matters of the situation, cooperation in negotiations to resolve the problem.
