　　会议指出，国家测绘局局长徐德明所作的工作报告展现了测绘事业发展的大好形势，体现出 “大测绘”的发展理念，测绘事业迎来了最好的黄金期、机遇期，省及各市（地）测绘行政主管部门要本着“事业要管好、企业要做大”的工作原则，做好四方面的工作：一是各级测绘行政主管部门要向当地党委、政府广泛汇报，取得党委、政府对测绘工作的重视和支持，在强化统一监管、加大政府投入、落实重大项目等方面取得突破性进展。二是将全国测绘局长会议内容细化到2010年的重点工作中，制定年度工作计划，并上报省测绘局备案。三是省测绘局要开展对各市（地）测绘行政主管部门的考评，明确考核指标，加强业务指导，增强统一认识，提高测绘法律、法规执行力，全面提升全省测绘管理水平。四是各市地要明确职责、分工、权限，进一步加强测绘单位和测绘市场管理，落实好测绘统一监管职能。会议强调，测绘工作不能停留在会议、文件上，要切实抓好贯彻落实，从而推动全省测绘事业新发展。

　　会议对2010年测绘管理工作做出部署，并提出8点工作意见：一是继续履行政府职能，强化测绘统一监管。二是进一步加强国家版图意识宣传教育和地图市场监管。三是进一步贯彻落实《黑龙江省人民政府关于加强测绘工作意见》，做好《测绘法》和《国务院关于加强测绘工作的意见》的学习宣传工作。四是加强与省发改委、省财政厅等有关单位的沟通协调，尽快建立起稳固的基础测绘更新和经费投入机制。五是继续加强对测绘单位的统一监督管理。六是加强测绘成果管理，依法履行审批手续，积极做好黑龙江省地理信息公共服务平台的推广工作。七是深入开展国家基础测绘示范项目工作，推进数字城市建设。八是做好2010年测绘资质复审换证工作。

　　会议期间，全省各地市级测绘行政主管部门的主管局长、测管负责人分别汇报了本地区的测绘行业管理工作，分析了当前地市级测管工作存在的问题，对下一步工作提出思路和建议。会议对先进集体、先进个人进行了表彰。
