　　会上，与会人员在深入学习全国测绘局长会议精神的基础上，围绕徐德明局长提出的“要解放思想、创新思维；要突出重点、破解难题；要整合资源、发展优势；要统筹协调、科学发展；要一切要快、快中取胜；要狠抓落实、务求实效；要重视人才、带好队伍；要关心职工、维护稳定”八点要求，研究、讨论了推动和促进院测绘事业持续、稳定、协调、科学发展若干重大事项，明确了“夯实发展基础，增强保障能力；加强科技创新，提高服务水平；优化资源结构，提高工作效率；繁荣测绘文化，实现和谐发展”的工作思路，同时提出了2010年的工作重点：一是要进一步调动干部职工的主观能动性，全面提升执行力。以班子建设为龙头，从抓作风起步，抓制度入手，抓责任意识为突破口，增强班子带领队伍科学发展的能力；要不断提高全院职工基本素质，努力培养懂技术、会管理的复合型人才；要积极开展“测绘文化年”活动，并在干部职工中形成共同的价值观、道德水准和行为规范。二是认真履行好国家基础测绘队伍在数字中国地理空间框架建设中的职责。全力组织实施好国家基础测绘任务，继续发挥“技术、人才、资源”优势，围绕国土、规划、城建、水利等领域对测绘提出的旺盛需求，积极提供优质的基础测绘服务；围绕公路、铁路、新农村建设等提供及时的专项测绘服务。三是注重科技成果的引进和应用，提升测绘保障服务能力。充分利用“测绘科技成果产业联盟基地”平台，积极开展遥感影像快速处理、海量数据管理、无人机航测系统、数字城市建设、三维动态可视化、一体化测图技术等领域的生产应用研究，加快推进测绘科技成果向生产力的转换。四是生产服务并重，逐步提高公共及应急服务水平。不断拓宽网络地图服务范围，加快应急测绘队伍建设，抓好内外业数字化测绘生产技术的更新升级，有效地推进和提升数据处理能力。五是提升测绘技术装备水平，推进信息化测绘体系建设。积极参与光学立体测图卫星、干涉雷达卫星、激光测距卫星、测绘卫星数据等应用研究，逐步完善应急测绘装备，增强地理信息快速获取及处理的能力。

　　会议要求，一要联系实际认真学习、正确理解2010年院工作要点精神，切实贯彻落实；二要坚持用科学发展观统领全局，指导工作，一切从实际出发，求真务实，实事求是；三要以实事求是的态度认真总结经验，认真调查研究；四要不断提高领导、管理、协调、沟通等综合能力；五要坚持学习，努力提高观察、分析、判断事物的能力与水平；六要学会做思想政治工作；七要坚持牢记责任，坚持以身作则，坚持公平公正，坚持廉政勤政。
