11月18日，国家测绘局、省测绘局和市政府举行“数字本溪地理空间框架建设示范合作协议书”签署仪式。这标志着“数字本溪地理空间框架建设项目”全面启动。市委副书记、市长冮瑞出席签署仪式并讲话。
　　我市于今年6月22日被国家测绘局列为“数字本溪地理空间框架建设”试点城市。“数字本溪地理空间框架建设”作为国家测绘局的数字城市试点项目，紧紧结合本溪市地方实际情况，采用遥感、地理信息系统、数据库及计算机网络等现代技术，建立本溪市权威的、惟一的地理信息平台，为社会各界提供空间定位服务。
　　签约仪式前，专家组听取了数字本溪领导小组关于“数字本溪地理空间框架建设工程设计书’：的情况介绍；并一致同意通过评审，报批实施。市委常委、常务副市长何焕秋代表市政府和国家测绘局、省测绘局签订了“数字本溪地理空间框架建设示范合作协议书”。
　　冮瑞在致词中说，本溪能够被列为“数字城市地理空间框架建设”的试点城市，这必将对提升城市信息化建设产生巨大的推动作用。我市将认真履行共建协议，确保在2010年年底前完成项目建设并接受国家验收。同时，我市将以此为契机，进一步推进信息化建设，促进政府各部门信息系统的互联互通和资源共享，不断提高决策能力和办事效率，为抓住新机遇、建设新本溪提供强有力的信息支持。
