11月12日至13日，吉林省测绘局召开理论学习中心组（扩大）学习会。认真学习、深刻领会、全面把握党的十七届四中全会和省委九届八次全会精神，加强和改进党建工作，推动全局工作科学发展上水平。局领导、党组理论中心组成员、局机关全体人员以及局属事业单位领导班子成员共60多人参加学习会。

　　与会人员集体学习了《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》（以下简称《决定》）、中共中央办公厅印发的《关于进一步从严管理干部的意见》的通知以及王珉同志在省委九届八次全体会议上的讲话等文件。大家一致认为，十七届四中全会系统总结了我党建设的历史经验，以改革创新精神研究和部署了新形势下党的建设若干重大问题，对于全面贯彻党的十七大精神，深入贯彻落实科学发展观，有效应对国际金融危机冲击、保持经济平稳较快发展，夺取全面建设小康社会新胜利、开创中国特色社会主义事业新局面，具有重大而深远的意义。

　　会议围绕如何深刻认识加强和改进新形势下党的建设的重要性和迫切性、如何深刻领会加强执政党建设的基本经验、如何深刻领会和准确把握加强和改进新形势下党的建设的总体要求和目标任务等问题进行了研讨交流，并联系该局和各单位实际，就如何贯彻落实中央《决定》中提出的改进和加强新形势下党的建设的六方面任务及省委的实施意见进行了讨论。与会人员就学习贯彻十七届四中全会和省委九届八次全会精神畅谈了学习心得及贯彻落实的具体措施。

　　会议强调，一要加强思想理论建设。思想理论建设是党建的一大法宝，必须加强理论武装，加强思想政治建设。二要加强作风建设。领导干部要深入基层，加强调查研究，发挥基层党组织的凝聚力、向心力和战斗力作用。三要加强干部和人才队伍建设。人才队伍建设是持续发展的根源，各级领导要充分认识，努力建设高素质干部和人才队伍。四要加强统一监管。依法规范管理，加大监管力度，研究创新管理方式。五要加强党风廉政建设。建立完善反腐倡廉制度，加强监督检查。

　　此次理论中心组（扩大）学习会议参加人员广泛，学习内容丰富、研讨交流深入，对于进一步学习贯彻《决定》精神，不断加强和改进新形势下测绘系统党的建设，扎实推进吉林测绘事业发展将起到积极的推动作用。
