为贯彻落实《国务院关于加强测绘工作的意见》和《河北省人民政府关于加强测绘工作的实施意见，推动沧州市测绘工作又好又快发展，提高测绘对建设沿海强市的保障能力和服务水平，日前沧州市政府向各县（市、区）人民政府、渤海新区、开发区管委会以及市政府有关部门下发了《沧州市人民政府关于加强测绘工作的实施意见》（以下简称《实施意见》）。

　　《实施意见》指出，测绘工作是国民经济建设和社会发展的一项前期性、基础性工作，测绘成果是国民经济建设和社会发展不可或缺的基础性、战略性资源，它为经济建设和社会发展提供与地理位置有关的各种专题性和综合性的基础信息。同时，提供测绘公共服务是各级政府的重要职能。沧州市作为全省三个沿海开放城市之一，处于“长三角”和京津冀都市圈的地域连接处，区位优势明显。因此，要切实加强测绘工作，全面落实科学发展观，完善测绘行政管理体制，推动测绘科技进步，加快信息化测绘体系建设，把为建设沿海强市提供测绘保障服务作为工作的出发点和落脚点，全面提高测绘对促进全市经济社会科学发展的保障能力和水平。

　　《实施意见》要求，一要健全测绘行政管理体制，进一步落实和强化测绘工作管理职责，加强测绘资质、标准、质量、市场及成果提供和使用等方面的统一监督管理。各级测绘行政主管部门要加强自身建设，积极履行法律赋予的测绘管理职能，真正做到机构落实、职能健全、人员到位。二要加强测绘成果管理，严格执行测绘成果汇交制度，依法规范涉密基础测绘成果的保管、审批、提供、使用行为，加强对外提供测绘成果的统一管理，强化涉密测绘成果保密、使用监管和安全防范意识。三要严格地图市场管理，严格查处和封堵互联网用户上传、标注涉密地理信息，严厉打击各种违法违规编制、出版、传播、使用地图以及侵犯地图知识产权等行为。四要加大测绘市场监管，严厉查处无证测绘、超资质等级和范围测绘等行为，建立测绘工程招投标机制和市场信用体系，严格市场准入和推出机制，认真落实测绘项目备案登记制度，形成统一、竞争、有序的测绘市场。五要加强测绘基础设施管理，做好测量标志保护和维护工作，切实解决测量标志土地使用、有偿保管等问题。

　　《实施意见》明确，各级政府要加强测绘方面的投入，实现基础测绘成果定期更新，建立健全财政资金对测绘设施建设维护、公共应急测绘保障、测绘科技创新、测绘与地理信息标准化等方面的投入机制，加大投入力度。加强基础测绘工作，依法编制基础测绘规划和年度计划，全面推进全市数字地理空间框架建设，构建基础地理信息公共平台，提高测绘公共服务水平。

　　《实施意见》的出台，必须推动沧州市各项测绘事业又好又快地发展，为建设沿海经济社会发展强市提供强有利的政策保障。
