宋超智副局长指出，健全测绘行政管理体制是贯彻国务院《关于加强测绘工作的意见》和落实科学发展观的具体举措，是关乎测绘事业发展的一件大事，是推进测绘事业发展的组织保障。2002年修订的《测绘法》明确了测绘行政管理体制模式，加快测绘行政管理体制机制建设是目前一项十分重要的任务。

　　宋超智副局长强调，当前，推进测绘行政管理体制机制具有较好的主客观条件，一是党中央国务院领导十分重视测绘工作，多次作出重要批示，国务院印发《意见》，明确加强测绘工作统一监管，健全测绘行政管理体制，这为加快测绘行政管理体制机制建设带来了新的机遇。二是国家测绘局党组高度重视测绘行政管理体制机制建设，将测绘行政管理体制机制建设摆上重要议事日程，将根据“统一、协调、高效”的原则，抓好直属，管好系统，统筹行业，全国各级测绘行政主管部门要树立“大测绘、大行业、大产业”理念。三是测绘行政管理体制机制建设法律依据明确。测绘法明确提出建立四级测绘行政管理机构，为全面推进测绘行政管理体制机制建设奠定了制度保证。四是测绘工作的作用日益显现。近两年来，全国测绘行业为政府决策、突发事件处理、百姓生产生活提供了大量的测绘保障服务，测绘的声音越来越强劲，为测绘行政管理体制机制建设营造了良好的舆论氛围。
