近年来，湖北省第二测绘院始终坚持以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，紧紧围绕中心，服务大局，服务民生，坚持一手抓测绘经济工作，一手抓文明创建工作，取得了经济工作和文明创建工作双丰收。该院的主要做法：

　　一、加强组织领导 明确创建目标

　　该院把文明创建作为带动各项工作有效提升的重要手段列入议事日程，与测绘经济工作同布置，同落实，同检查，同考核，形成了人人有责任、层层抓落实的群众性文明创建活动新格局。一是组建创建领导班子。成立了以党委为中心、各支部为骨干的精神文明建设领导小组，具体负责各项工作的落实。形成了主要领导亲自抓、分管领导具体抓、职能部门专门抓、党政工青妇组织配合抓的组织体系，形成文明创建工作齐抓共管的浓厚氛围。二是制订切实可行的创建规划。年初，该院结合实际提出创建工作目标，明确创建工作内容，制订年度精神文明建设规划，指导文明创建工作的开展。三是强化责任追究。将文明创建的指标细化、量化，充实到年度绩效管理考核体系之中，与奖惩、评优、评先紧密结合起来，充分调动各科室文明创建工作的积极性。

　　二、强化队伍建设 提升队伍素质

　　该院紧紧抓住队伍建设不放松，开展多种形式的教育培训活动。一是思想政治教育常抓不懈。把加强党员干部的思想政治工作放在第一位，按照上级的部署先后开展了学习贯彻十七大和十七届四中全会精神、深入学习贯彻落实科学发展观、解放思想大讨论等一系列教育活动。针对干部队伍中普遍存在的思想不够解放、创新意识较弱，安于现状求稳、工作处于应付，工作标准不高、方式方法不活，规章制度陈旧、执行力度不够等问题，展开了深刻的剖析，激活了干部群众的思维。二是干部业务培训持之以恒。明确提出创建学习型单位的目标，出台了一系列学习制度和配套措施，保证时间到位，辅导到位，资料到位，考核到位。先后组织了测绘法律法规、测绘新技术新知识等培训活动，提高了干部职工的业务水平。三是素质教育日益加强。以提高干部勤政廉政素质和工作能力为核心，以提升工作质量和效益为目标，结合新形势发展需要，精心挑选各级人才参加上级组织的培训学习，拓宽知识面，提高综合素质。

　　三、狠抓优质产品 树立品牌意识

　　该院始终把为经济社会发展提供保障服务作为测绘工作的出发点和落脚点，发扬“爱祖国、爱事业、艰苦奋斗、无私奉献”的测绘精神，采取多种措施，优化服务方式。一是强化服务规范，提高产品质量。二是明确工作职责，规范工作行为。。三是更新服务理念，拓宽服务渠道。四是改进管理方式，推进科学发展。

　　四、注重文化建设 拓宽发展内涵

　　在精神文明创建活动中，该院积极开展测绘文化建设，促进各项工作全面协调、可持续发展。一是认真贯彻落实《国家测绘局关于加强测绘文化建设的意见》和《湖北省测绘局关于加强测绘文化建设的意见》，制定《湖北省第二测绘院文化建设实施规划》，确立了“培养兴趣、有益健康、发挥特长、打造品牌”的文化建设总体思路，把测绘文化建设充分体现在测绘精神、价值取向、发展理念、行为规范、管理制度和物质成果中。二是开展丰富多彩的文化建设活动。举办迎新春文娱晚会、爱国歌曲大家唱、树文明新风演讲等文化活动，组织乒乓球、羽毛球、拔河、棋牌类等文体比赛和测绘技能、定向越野等专业竞赛活动，开展征文、摄影、书画比赛等系列活动，陶冶情操，提高文明素质，提升文化品位，有效激发了干部职工热爱工作、热爱生活的活力，营造了温馨、和谐的发展环境。

　　在文明创建活动中，该院充分发挥工会、共青团、妇委会群团组织的纽带作用，坚持以人为本，开展扶贫帮困、健康体检、生日祝福一系列人文关怀以及“伸援手、献爱心”等活动，展现干部职工强烈的社会责任感和良好的精神风貌。
