　　副局长刘克亮在开班仪式上讲话指出，党的十七届四中全会，是在国际形势继续发生深刻变化、我国处在进一步发展的重要战略机遇期召开的一次重要会议。全会审议通过的《中共中央关于加强和改进新形势下党的建设若干重大问题的决定》，是新形势下加强和改进党的建设的纲领性文件。在河北省改革发展进入关键阶段召开的省委七届五次全会，对于全省上下把思想和行动统一到中央和省委的决策部署上来，全面加强和改进党的建设，加快科学发展、富民强省步伐，具有十分重要的意义。当前，省委省政府高度重视测绘工作，保增长、扩内需、调结构给测绘事业带来了新契机，在这种形势下，举办这期培训班有着重要的意义。他要求，参加培训的同志要做到学以致用，弘扬理论联系实际的学风，带着问题深入研究，做到融会贯通，开启思路。要端正学习态度，保持良好的精神状态，严格学习纪律，确保学习质量，使学习培训取得实实在在的效果。

　　培训班邀请省委学校张教授就学习贯彻党的十七届四中全会和省委七届五次全会精神、坚持中国共产党领导的多党合作和政治协商制度、加强党的建设等方面作了辅导讲座。他集中传达学习了《胡锦涛总书记在十七届中纪委第三次全会上的讲话》、《河北省委常委、组织部长梁滨同志在第二期组织人事干部培训班上的讲话》、《河北省直工委关于认真学习贯彻党的十七届四中全会和省委七届五次全会精神的通知》等内容。

　　培训班还就《河北省测绘局局属单位领导班子和领导干部综合考核评价实施办法（试行）》进行了解读。会后，参加培训人员进行了学习交流，并撰写了学习心得体会。
