　　来自全国各省、自治区、直辖市的20余名市（地）分管测绘工作的副市长（副州长、副区长），以及各省、自治区、直辖市测绘行政主管部门的领导干部一起参加为期5天的学习交流研讨。这次研究班的主要任务是：贯彻落实科学发展观，深入学习党的十七大和十七届三中、四中全会精神，认真贯彻《国务院关于加强测绘工作的意见》（以下简称《意见》），推进地理信息公共服务平台和数字城市建设，促进地方测绘事业发展。

　　开班式由国家测绘局党组成员、副局长宋超智主持。国家测绘局党组成员、纪检组长张荣久在开班式上讲话，他在讲话中强调了测绘在经济社会发展中的重要的基础性作用，回顾了新中国成立60年来我国测绘事业取得的辉煌成就，分析了测绘事业发展面临的发展机遇，介绍了进一步加快测绘事业发展的基本思路，对学习研讨活动提出了希望。张荣久说，测绘是人类认识地球的手段，是人们认知世界的文化。随着社会的发展和进步，测绘的功能也不断拓展和延伸。经济社会越发展，对测绘的需求越大、要求越高。当前，测绘已经成为提高管理决策水平的重要工具，成为经济社会发展的基础性工作和维护国家主权和安全的现实需要，对于促进经济增长具有积极作用。新中国成立60年来，随着共和国奋发前进的步伐，我国测绘工作者为社会主义现代化建设做出了重大贡献，谱写了测绘事业发展的华彩篇章。60年来，基础测绘建设硕果累累，测绘保障服务成效显著，测绘科技不断创新进步，测绘发展环境不断优化，测绘国际地位不断提高，测绘队伍建设不断加强。当前，党中央国务院高度重视测绘工作，各方面对测绘工作的认识更加深刻，经济社会发展对测绘的需求越来越广泛，我国测绘事业发展面临着难得的发展机遇。今后，国家测绘局将着力加强基础测绘，加快构建数字中国；加快科技进步，建设信息化测绘体系；强化成果应用，大力发展地理信息产业；加强统一监管，维护测绘市场秩序，努力实现测绘事业的又好又快发展。张荣久强调，这次研究班要结合嘉兴地理信息公共平台建设的实际案例，重点弄清楚三个问题：什么是地理信息公共平台，建设地理信息公共平台的重要性和深远意义，如何建设地理信息公共平台。

　　宋超智以《认真贯彻落实〈国务院关于加强测绘工作的意见〉、推动测绘事业又好又快发展》为题作了重要的学习辅导。他系统阐述了《意见》出台的历史背景，扼要地讲解了《意见》的框架结构，全面、系统地回顾了全国范围内贯彻落实《意见》的进展情况，并提出了深入贯彻《意见》的重点任务。宋超智说，《意见》的出台主要有四个方面的背景，一是党和国家对测绘工作高度重视，二是测绘的作用日益显现，三是世界各国政府高度重视测绘工作，四是当前存在的问题不容忽视。《意见》印发两年来，有力地促进了测绘工作，呈现出五个显著的特点：一是测绘法律法规体系日趋完善，二是统一监管能力逐步提高，三是数字中国地理空间框架初具规模，四是地理信息产业蓬勃兴起，五对经济社会发展的保障作用显著增强。从全国层面看，颁发了《基础测绘条例》，出台了国家测绘局《三定规定》，开展了地理信息市场专项整治，国家测绘局等八部门联合进行了互联网地图和地理信息服务违法违规行为专项治理，推动了海岛（礁）测绘等重大工程。当前，国家测绘局正在指导全国测绘部门推动三件大事：一是加强基础地理信息公共服务平台建设，二是加快数字城市地理空间框架建设，三是大力推动地理信息产业发展。《意见》贯彻落实工作虽然取得明显成效，但仍存在一些不足。主要表现在一些地方政府和有关部门对测绘的认识不到位，一些市县测绘管理机构和职责尚未全面落实，地方财政投入不足、基础地理信息资源较为短缺，测绘保障服务水平需进一步提高等方面。下一步，做好《意见》的贯彻落实工作的工作重点在市县一级。为了进一步深入贯彻《意见》，我们应该明确重点任务，要提高认识，加强领导；健全机构，加强监管；编制规划，组织实施；加大投入，丰富资源；促进应用，确保安全。
