“发动群众自发勘界让工作事半功倍，GPS卫星定位让群众心服口服，这是我们容县林改工作得以顺利推进的两大法宝。”容县林业局的负责人介绍，截止到9月15日，该县群众累计自发预先勘界60.39万亩，完成外业勘界确权34.2万亩。

　　“试点不仅要提前完成任务，还要摸索出一套可行的办法。” 容县林业局的负责人说，该县是自治区25个推进集体林权制度改革扩大的试点县之一，也是玉林市唯一一个试点县，深感责任重大。该县国土总面积22.65万公顷，其中林业用地就占了15.42万公顷，集体林地部分有14.76万公顷。

　　定位思想：实现“我要改”

　　“山有其主、主有其权、权有其责、责有其利。”

　　这四点是容县进行林改工作的目标，该县林业局精确定位群众的思想症结所在，在宣传中通过阐明林改与群众的切身利益关系，使群众实现了“要我改”向“我要改”的转变，群众参与林改的热情高涨。“自己先量心里就有数了，再和他们的对比不仅更快，也更准确。”十里乡大坡村的村支书周德柱说，在政府的宣传中他们了解到外业勘界是明确林地权属的关键步骤，就是明确林权证可抵押、转让、继承的法律权利，因此村民都纷纷自发上山开展自我预先勘界，既保障了自己的权益，也能促进林改工作快速进行。县林改办也重新修订每日报表，把发动群众上山预先勘界作为推进林改工作的一项主要指标，及时调整派驻技术人员进场配合完成。

　　“夏种之后、秋收之前、秋收之后、冬修水利之前，这段时间农民相对空闲，所以我们要抓紧时间进行。”县林改办的负责人说林改工作也要结合农民的实际情况，选择适合的时机，集中人力物力迅速开展外业勘界攻坚战。
