轻点鼠标,通过土地监察实时巡查系统,10秒钟内就能知道某一地块是否存在违法用地行为,这是记者日前在广东省东莞市国土资源局看到的情景。今年9月初,国土资源部副部长贠小苏一行在东莞调研时,对该市土地执法工作给予高度评价,表示要总结东莞“一张图管地”的经验,在全省乃至全国推广。
东莞市国土资源局执法监察大队大队长李小莲向记者介绍说,这个“一张图管地”的土地监察实时巡查系统主要包括巡查人员、巡查车辆和带有GPS功能的手机。各镇国土资源分局少的有1台巡查车,多的有3台,也就是说,目前东莞市有几十台车每天都在巡查违法用地。GPS手机负责采集巡查人员或巡查车辆的移动轨迹,并通过移动网络通信实时发送给服务器。当发现有推填土情况时,巡查人员持GPS手机绕其范围线走一圈,采集该地段的信息,在手机上输入用地单位名称、项目名称,拍摄现场照片,并将以上信息发送到服务器。在接收到推填土的范围红线后,服务器对该地块进行用地审批情况、土地规划和地类等数据分析,并将结果在10秒钟内反馈到GPS手机上。这样,巡查人员就可以在现场即时判断该用地是不是违法用地,并进行相应处置。
李小莲告诉记者,每天清晨,在办公室的电脑上,东莞市领导和国土资源局领导只需打开该系统,就可以查看巡查人员实时的和历史的工作状况,处理已报告的土地违法事件,统计一定时段内的巡查工作情况,并打印统计报表。

东莞市国土资源信息中心主任田勇军介绍说,运用遥感、地理信息系统和全球定位系统技术开发的这套土地监察实时巡查系统,在全省乃至全国都是数一数二的。目前,东莞市有172人使用该系统。系统每天自动汇总32个镇发现的违法用地情况,并生成各种表格,供东莞市国土资源局向上级报告。今年上半年,全市应用该系统发现了违法用地51宗,面积292.2亩。“发现违法用地时,系统会有什么反应?” 记者问。田勇军指着系统中显示的红色三角形回答:“这是已发现并报告的违法用地。离3个月处理期限不足15天时,系统会自动提醒,将红色变成黄色。如超过3个月未处理,系统会以红色闪烁形式发出警示。”
