日前，河南省南阳市政府向各县市区政府及政府各部门印发《进一步加强测绘工作的意见》（以下简称《意见》）。

　　《意见》认为，改革开放以来，测绘事业取得长足发展，地理空间框架建设稳步推进，测绘科技水平不断提高，测绘保障能力明显增强。但测绘事业发展中还存在着对测绘是科学发展观基础性、前沿性的认识不足，公共服务水平较低，缺少统一、权威、标准的公共信息平台，部分测绘从业单位未能按照测绘法规定坚持测绘任务备案，测绘成果汇交制度、地理信息市场运行不够规范，地理信息失密、泄密现象时有发生，测绘执法主体不健全，测绘统一监管能力比较薄弱等诸多问题。为此，切实加强测绘管理工作是当务之急，也是各级政府必须履行的职责。

　　《意见》明确，市、县两级国土资源主管部门作为测绘行政机构要充分发挥主导协调作用。市政府测绘主管部门负责编制全市基础测绘规划、计划并组织实施，负责基础地理信息数据的提供和使用管理工作，负责对全市基础地理信息数据的保管、维护、更新和社会化服务工作，负责全市基础测绘项目及大型测绘工程项目的审批、报批工作。管理全市基础地理信息数据，组织指导基础社会化服务，管理全市测量控制系统和测量标准化工作，依法审核对外提供测绘成果，管理地图编制工作，审核地名在地图上的表示和向社会出版及展示的地图。承办全市各类测绘单位资格审核、认证的上报和测绘任务登记工作，监督管理地籍测量质量和确认地籍测绘成果，依法查处测绘违法案件，负责市规划控制区的测绘、坐标系统的建立、修正及保护工作。

　　《意见》要求，市、县政府和有关部门要高度重视测绘工作，坚持以经济社会发展需求为导向，加快基础测绘建设步伐，突出重点、超前规划，加强测绘市场管理和测绘公共服务，不断提高市、县测绘工作的整体水平和服务当地经济社会发展的保障力。一要加快基础地理信息公共平台建设。各县市区政府要认真贯彻国务院颁布的《基础测绘条例》，科学编制规划，市、县国土资源局要对基础测绘项目统一管理、统一实施、统一汇交、统一更新、及时发布，确保基础测绘成果的现势性和实用性。二要推进地理信息资源共建共享。加快建立市级与县级以及国土资源部门与相关部门之间的地理资源共建共享机制，充分利用现有的规划建设信息化设施。三要加快测绘公共产品开发。积极推进基础测绘成果在国民经济和社会发展各个领域的应用，加快建立和完善基础测绘公共服务体系，实现基础地理资源的高效利用。四要加强测绘科技创新和标准化建设。积极扶持、引导和规范地理信息产业发展，培育具有创新能力的地理信息企业。充分利用新技术、新工艺，加强对基础地理信息系统的改造和优化升级，切实提高基础地理信息的现势性。

　　《意见》提出加强测绘工作的具体措施：一是建立全市统一、权威、标准的公共服务平台；二是进一步整顿和规范地理信息市场秩序；三是完善测绘质量管理体制和机制；四是加强测绘资质管理；五是加强地图市场监督管理；六是加强测绘保密工作，树立国家安全和利益高于一切的观念；七是完善测绘投入机制；八是加强测绘宣传工作。

"Opinions" clear, city and county levels, as the mapping of land and resources department in charge of administrative bodies should fully play a leading coordinating role. The municipal government in charge of surveying and mapping department is responsible for the preparation of basic surveying and mapping the city's planning, plan and organize the implementation of basic geographic information data is responsible for the availability and use of management, is responsible for the city's basic geographic information data storage, maintenance, updating and social service work, is responsible for the city's basic surveying and mapping projects and large-scale mapping projects for approval, approval of work. "Opinions" requirement, city and county governments and related departments should attach great importance to surveying and mapping work, adhere to the economic and social development demand, accelerate the pace of building basic surveying and mapping, highlight key points, ahead of planning, surveying and mapping market management and mapping of public services, continuously improve the city and county mapping work, the overall level of local economic and social development and service support capability. Full use of new technologies, new techniques to enhance the basic geographic information systems transformation and optimization, and effectively improve the basis of the current potential of geographic information.
