日前，云南省首个州级基础测绘项目——德宏傣族景颇族自治州潞西、瑞丽、陇川1：5000比例尺测图项目开始实施，预计今年底完成。该项目是国家边远地区少数民族地区基础测绘专项经费补助项目，对于促进电子政务建设，建立政府公共应急指挥系统，推动云南边疆少数民族地区经济社会发展、民族团结和巩固边防具有十分重要的意义。
    近年来，德宏州经济社会持续稳定发展，口岸建设、陆路进口油气管道建设、旅游环线建设以及中缅陆水联运项目加快推进，现有的基础测绘成果已不能满足需求，各方对基础测绘成果资料的需求十分迫切。经过云南局的积极争取，该项目成为云南省首个由国家、省、州三级财政支持的州级基础测绘项目。项目成果将在德宏州新农村建设、铁路公路建设、油气管道建设、城镇规划、口岸建设、资源调查、生态环境保护、禁毒防艾等方面发挥重要作用。
    由于德宏州地处我国西南边陲，与缅甸山水相连，国境线长达500余千米，地理位置十分特殊，无法开展航空摄影。项目实施单位云南省航测遥感信息院采用卫星遥感测图技术，利用高分辨率卫星影像数据测制1：5000比例尺数字地图，解决了边境地区无法实施航空摄影测量的问题。在实施过程中，该院注重抓质量、保安全，外业职工顶烈日、战酷暑，克服水土不服、蚊虫蛇类侵袭和天气恶劣等困难，每天在边境沿线作业十多个小时。为保证项目质量，云南局领导、院领导与测绘产品检测部门专家专程奔赴测区，走村串寨，严格按流程对图幅质量进行细致检查，解决调绘中存在的问题，并对项目质量提出严格要求。

     In recent years, sustained and stable economic and social Dehong development, port construction, the land of imports of oil and gas pipeline construction, tourism, Link building and land and water transport and Myanmar to accelerate the project, the existing basic surveying and mapping results have been unable to meet the demand, the parties on the basis of surveying and mapping information on outcomes is urgently needed. Through the Yunnan Bureau of enthusiasm, the project became the first in Yunnan Province by the state, provincial, state financial support for three state-level basis for mapping projects. Project results will be in the Dehong new countryside construction, railway and road construction, oil and gas pipeline construction, urban planning, port construction, resources survey, ecological environmental protection, anti-aids drug, has played an important role.
     As the Dehong Prefecture is located in China's southwestern border with Myanmar, mountains and rivers, more than 500 km-long borders, geographical location is very special, unable to carry out aerial photography. Project implementation unit of aerial remote sensing information in Yunnan Province Institute mapping using satellite remote sensing technology, using high-resolution satellite image data measuring system for 1:5000 scale digital maps to solve the border areas can not be implemented aerial photographic surveying. In the implementation process, the hospital paid attention to the quality, ensure safety, field workers top the hot sun, fighting heat, to overcome the lack of acclimatization, breeding snakes attacks and adverse weather conditions such as difficulties in operation along the border every day in more than 10 hours. In order to ensure project quality, Yunnan Bureau and the hospital leadership and mapping product testing sector experts made a special trip to go to the surveyed area, Zoucunchuanzhai strictly according to procedures detailed on the map sheet quality inspection, to solve problems in tone paint, and project quality made stringent requirements.
