云南省国土资源厅是主管全省土地资源、矿产资源等自然资源的规划、管理、保护与合理利用及地质勘查、测绘工作的省政府组成部门。

（一） 贯彻执行党和国家有关国土资源管理的方针、政策和法律、法规；对地、州、市国土资源部门实行业务领导；拟定省有关国土资源管理的法规、规章和政策措施；依法负责有关行政复议；制定国土资源管理的技术标准、规程、规范和办法并组织实施。

  
（二） 组织编制全省国土资源规划和其他专项规划及年度计划，并依法监督实施；指导审核地、州、市国土资源规划；参与申报国务院、省政府审批的城市总体规划审核；组织矿产资源的调查评价；组织实施国家和省立项建设项目的用地预审；组织开展国土资源有关科学技术研究和对外合作与交流。

（三） 监督检查全省各级国土资源主管部门行政执法和国土资源规划执行情况；依法保护国土资源所有者和使用者的合法权益，承办并组织调处重大权属纠纷，依法查处重大违法案件。

（四） 拟定全省耕地特殊保护和鼓励耕地开发政策、措施，组织实施农地用途管制和基本农田保护；承办农地转用、征地、土地开发的审查、汇总、报批工作；指导并监督未利用土地开发、土地整理、土地复垦和开发耕地的工作。

（五） 拟定全省的地籍管理办法并按规定组织实施；组织土地资源和地籍调查、土地统计和动态监测；负责土地确权、城乡地籍、土地定级、土地登记发证等工作；承担申报国务院、省政府审批的各类用地的审查、报批工作。

（六） 拟定我省的土地使用权划拨、出让、租赁、作价出资、转让、交易和政府收购管理办法以及国有土地划拨使用目录指南和乡（镇）村用地管理办法并按规定组织实施，指导农村集体非农土地使用权的流转管理；指导基准地价、标定地价评测，审定从事土地评估机构的资格，确认土地使用权价格。

（十一） 贯彻执行党和国家有关测绘管理的方针、政策和法律、法规，拟定我省有关测绘管理的法规、规章、办法并组织实施；承担全省测绘的管理工作。

（十二） 承办省委、省政府和上级机关交办的其他事项。 根据省人民政府规定，管理云南省测绘院（云南省测绘局）和云南省地调局。
