2000年7月,根据《中共中央、国务院关于贵州省人民政府机构改革方案的通知》(中委〔2000〕59号)和《中共贵州省委、贵州省人民政府关于转发省机构编制委员会〈关于贵州省人民政府机构改革实施意见〉的通知》(〔2000〕省通字第29号),不再保留贵州省国土厅、贵州省地质矿产厅,组建贵州省国土资源厅(加挂贵州省测绘局牌子)。贵州省国土资源厅是主管全省土地资源、矿产资源等自然资源的规划、管理、保护与合理利用及测绘行政管理工作的省人民政府组成部门。

 
一、贵州省国土资源厅主要职责
    (根据《省人民政府办公厅关于印发贵州省国土资源厅职能配置内设机构和人员编制规定的通知》黔府办发〔2006〕1号 )
     (一)贯彻执行国家有关土地、矿产资源、测绘管理的法律、法规和方针、政策,拟定相关的地方性法规、规章;起草土地、矿产资源和测绘管理的规范性文件,研究拟定管理、保护与合理利用土地资源、矿产资源的方针、政策。贯彻国家对国土资源的宏观调控政策。控制建设用地总量、土地供应结构及矿权总量、矿产资源供应结构,组织国土资源要素市场分析,研究制定产业和区域的供地政策、矿权设置政策。
     (二)研究、分析国土资源管理、开发利用和保护及对地方经济运行和社会发展的影响与规律,组织编制和实施全省国土规划、土地利用总体规划和年度计划、矿产资源总体规划、测绘行业发展规划和其他专项规划;参与审核报国务院和省人民政府审批的城市、区域总体规划;参与重点建设项目的审核;审批市(州、地)矿产资源保护与利用规划及部分乡(镇)土地利用总体规划,审核市(州、地)、县(市、区)土地利用总体规划和省有关行业主管部门的矿产资源开发规划。
     (三)监督检查省以下国土资源行政主管部门行政执法和土地、矿产资源规划及测绘行业发展规划的执行情况;统筹协调国土整治和矿业秩序治理整顿工作;依法保护土地使用权人、矿业权人的合法权益;组织调处土地使用权、矿权等重大权属和地质灾害责任纠纷,查处重大违法案件;负责有关土地、矿产、测绘的行政复议和应诉工作。负责对省以下人民政府及国土资源部门执行和遵守国土资源法律法规情况的监督检查,加强对耕地保护的动态巡查,制止和纠正违法行为;严格保护国土资源,组织查处市(州、地)、县(市、区)人民政府(地区行署)及其国土资源主管部门违反国土资源管理法律法规的行为。
     (四)贯彻国家对耕地实行特殊保护和鼓励耕地开发的政策,组织实施土地用途管制和基本农田保护工作,加强对国家、省重点建设项目统一征地和“四荒”地的管理;承办农用地转用、土地征用和土地开发整理的审查、报批工作;组织、指导未利用土地开发、土地整理、土地复垦和耕地开发工作。
     (五)贯彻执行国家地籍管理的有关规定;组织土地资源和地籍调查、动态监测、变更调查及土地统计;组织实施土地确权、城乡地籍、土地定级、土地登记发证与土地证书查验等工作。
     (六)贯彻执行国家土地使用权出让、租赁、评估、转让、处置和政府收购等行为的有关规定;承担国有企业改制的土地资产处置工作;监管土地交易市场;指导基准地价、标定地价评测,确认土地使用权价格和土地评估结果;监督管理土地评估中介机构;组织实施国有土地划拨使用目录指南和乡 (镇)村用地管理办法,统一管理农村集体土地使用权的流转。
    (七)组织实施矿产资源储量管理办法、标准和规程、规范;负责矿产资源储量的评审、认定、登记和统计;管理矿床工业指标和全省地质资料汇交及馆藏业务;组织开展矿产资源供需形势分析。
     (八)负责全省地质勘查的行业管理,组织实施地质调查和矿产勘查管理办法;负责地质勘查登记发证和探矿权转让的审批;组织制定并发布地质勘查工作指南,认定地质勘查单位的资格;管理矿业权评估,审核认定评估机构的矿业权评估资格,负责由国家出资形成的矿产地采矿权价款评估结果的确认和探矿权价款评估结果备案,审批矿业权价款的处置;负责矿业权市场的监管工作。
     (九)监督管理矿产资源开发利用和保护工作;负责采矿审批登记发证和采矿权转让审批;审查矿产资源开发利用方案;负责矿山地质环境的监督管理;管理矿产品运销;负责矿山督查和采矿业的统计工作;参与矿山企业可行性研究和设计审查工作。
     (十)组织建立和实施地质灾害预警预报和应急指挥工作机制,负责地质环境的监督管理和地质灾害的防治工作;编制地质灾害危险性评估和地质灾害防治预案;组织地质灾害、地下水的监测预报和重点基本建设项目地质灾害危险性评价;参与地下水开发利用和取水许可审核;管理地下水、矿泉水、地热的勘查评价;审核认定地质灾害危险性评估与地质灾害治理的勘查、设计、监理、施工单位的资质;组织认定具有重要价值的古生物化石产地、标准地质剖面等地质遗迹保护区,并组织实施对地质遗迹、古生物化石的管理和保护工作。
    (十一)统一管理全省基础测绘和地籍测绘、行政区域界线测绘等工作,负责工程测量、房地产测绘及其他测绘的行业管理;审查认证测绘资格,管理测绘任务登记和测绘成果汇交;审查对外提供测绘成果和外国组织、个人在黔的测绘事项;管理地图编制,审查向社会出版、展示的地图,审核地名在地图上的表示;负责测量标志的保护。
     (十二)制定测绘技术标准;管理全省基础地理信息数据,指导地理信息社会化服务工作,审核发布重要地理信息;编制行政区域界线标准样图;监督国家测绘基准、测量控制系统的使用;承担航空、遥感测绘的报审工作。
     (十三)依法征收、收缴土地、矿业、测绘法律法规规定的各项规费、价款;安排和监管国家、省级财政划拨的各类事业经费及其他有关资金、基金。
    (十四)组织开展有关土地、矿产和测绘工作的宣传、教育、科技推广及对外合作与交流工作。
    (十五)负责全省国土资源系统县(处)级干部的考察、考核、任免、奖惩、培训、管理、协调等工作;负责市(州、地)国土资源局领导班子的绩效考评。领导市(州、地)国土资源行政主管部门的业务工作。
    (十六)承办省人民政府和国土资源部、国家测绘局交办的其他事项。
 
二、贵州省国土资源厅内设机构及职能
    省国土资源厅设17个职能处(室、局):
(一)办公室。
 组织协调厅机关日常工作,负责有关文件起草、重要会议组织、工作事项督办、文电处理、秘书事务、信息综合、联络、档案、信访、保密、保卫、接待和政务信息系统、机关资产管理等工作。
(二)人事教育处。
 负责厅机关及直属单位的机构编制、干部人事、劳动工资、目标管理工作;负责全省市(州、地).国土资源局、开发区国土资源分局和直属单位党政领导班子建设的具体工作;承办全省国土资源系统处级干部及厅机关干部的考核、考察、任免、调动、交流、奖惩等管理工作;指导国土资源系统的教育培训工作;承办直属事业单位有关技术职称申报评审工作;承办本系统出国人员的有关工作。
     (三)政策法规处。
贯彻国家的国土资源宏观调控政策,研究和分析国土资源管理、开发利用和保护及对地方经济运行和社会发展的影响与规律,研究提出我省国土资源管理、开发利用和保护在宏观调控国民经济运行和社会发展中的政策、规划或建议;组织草拟有关土地资源、矿产资源、测绘管理的法规、规章草案、研究和草拟综合性土地资源、矿产资源政策;负责厅发文件的涉法审核工作;参与有关法律、法规、规章的修改、论证工作;办理行政复议和应诉事宜。
    (四)规划处。
 组织编制国土规划、土地利用总体规划及年度计划、矿产资源总体规划和地质勘查与矿产开发、地质环境保护、地质灾害防治、地质遗迹保护、基础测绘等有关专项规划、年度计划,并监督实施;参与分析研究全省经济形势,组织对国土资源供求关系和运行状况进行监测、预测,草拟土地供应和矿权设置的相应政策,从土地和矿产资源供应总量、结构上对经济运行进行调控;参与产业、区域发展和用地规划指导,以及与国民经济宏观调控相关事宜的协调工作;审核各地土地利用、矿产资源总体规划和省直各行业主管部门的矿产资源开发利用规划;参与审核报国务院、省人民政府审批的城市总体规划;组织建设项目用地预审;负责土地、矿产、测绘综合统计工作。
   (五)财务处。
 贯彻执行财务会计制度;负责有关法定规费、价款和行政事业性收费征收、使用的财务监督管理与核算;管理国家、省划拨的各项资金及其他有关资金、基金;编制、申报土地、矿产和测绘工作的各项经费预算,并组织实施;承担厅机关财务工作;监督管理厅机关及厅属单位的国有资产。
(六)耕地保护处。
 贯彻执行耕地特殊保护的法律、法规和方针、政策;组织实施基本农田保护工作和耕地占补平衡工作;组织、指导和管理土地复垦、整理和未利用土地的开发工作。
(七)建设用地管理处(重点项目征地办公室)。
 负责建设用地征用、征收的管理。承办需经省人民政府或国务院批准的土地征收、农用地转用的审查、报批工作;承担重点建设项目征地的组织、协调和管理工作;组织实施建设项目用地的批后管理。
(八)地籍管理处。
 拟定并组织实施地籍管理办法;依法管理城乡地籍、土地确权、土地登记发证等工作;组织开展土地资源调查、地籍调查、变更调查及统计和动态监测工作;调处重大土地权属纠纷;审核土地登记机构的资质;指导地籍信息系统的建设。
(九)土地利用管理处。
贯彻实施国有土地划拨使用目录指南;负责土地使用权出让、租赁、作价出资、转让、处置、政府收购及农村集体土地使用权流转和乡(镇)、村用地的管理工作;组织、指导基准地价、标定地价评测和农用地分等定级估价工作。
(十)地质勘查处。
 贯彻执行地质勘查工作标准和规程、规范;负责地质勘查资格认定、地质勘查审批登记发证和探矿权转让审批登记工作;调处探矿权权属纠纷;管理并组织实施公益性、基础性、战略性地质勘查和地质勘查基金项目;根据国土资源部授权,审核对外合作勘查区块,审定评估机构探矿权评估的资格,管理国家出资形成的矿产地探矿权价款评估结果的备案工作;管理探矿权市场。
(十一)矿产开发管理处。
 组织实施矿产资源的开发利用与保护工作;负责采矿审批登记发证和采矿权转让审批登记工作;认定矿产资源开发利用方案的审查结果;调处采矿权权属纠纷;根据国土资源部的授权,审核评估机构采矿权评估的资格,确认国家出资形成的矿产地采矿权价款的评估结果;管理采矿权市场和矿产品的运销;组织征收矿产资源补偿费。
(十二)矿产资源储量处。
 拟定和组织实施矿产资源储量管理办法、标准、规程和规范;管理矿床工业指标及矿产资源储量评审工作,建立健全矿产资源储量评审专家系统,承担矿产资源信息系统、地质资料汇交及馆藏业务的管理工作;负责矿产资源储量的认定、登记、统计和建设项目压覆重要矿床的审查工作;参与审查开办矿山企业立项报告;组织矿产资源供需形势分析。
(十三)地质环境处(省地质灾害抢险救灾应急指挥部办公室、古生物化石管理办公室)。
 负责地质环境及其信息系统的监督管理;组织实施和协调地质灾害防治工作,认定地质灾害危险性评估和地质灾害鉴定结果,界定地质灾害治理责任,调处地质灾害纠纷;指导地质灾害和地下水的动态监测,监督防止地下水过量开采与污染;参与地下水开发利用和取水许可审核,管理矿泉水、地热水的技术鉴定工作;负责突发性地质灾害抢险救灾综合信息的收集、汇总和报告灾害情况,有关会议、活动的组织及各类文件的归档管理等工作;负责重大灾害以上突发性地质灾害事件的接警,及时分析重要信息并提出灾害救助方案报省突发公共事件应急委员会和省地质灾害抢险救灾应急指挥部;制定抢险救灾方案和确定灾民紧急撤离路线、安置地点;组织协调地质灾害的抢险救灾;负责省突发性地质灾害抢险救灾应急指挥部的日常工作。组织认定地质遗迹保护区,指导地质遗迹的保护工作;管理地质灾害危险性评估与地质灾害治理勘察、设计、监理、施工单位的资质;负责古生物化石产地的保护监督和古生物化石自然保护区的划定工作,组织古生物化石产地申报国家地质公园工作。
(十四)测绘项目管理处。
编制全省测绘项目计划;组织基础测绘、地籍测绘、行政区域界线测绘等重大测绘项目的实施;管理测绘基准和测量控制系统;审核测绘技术规定;管理基础地理信息数据和测绘成果,审核发布重要地理信息;编制行政区域界线标准样图。
(十五)测绘行业管理处。
审核测绘单位、测绘人员资格;办理测绘任务登记;管理测绘市场;监督执行国家测绘技术规范和质量管理规定;负责测绘成果资料汇交及其保密的监督检查工作;管理地图编制出版工作,审核地名在地图上的表示;审核对外提供测绘成果和外国组织、个人在黔的测绘事项;管理和保护测绘标志。
(十六)执法监察局。
监督检查土地资源、矿产资源和测绘管理法律、法规和规章的执行情况;组织开展对土地和矿产资源规划、农地转用、土地征用、土地资产处置、土地市场交易以及地质勘查与采矿审批发证、矿业权转让、矿产品运销等行为的监督监察;组织查处违反土地资源、矿产资源和测绘管理法律、法规的重大违法违规案件,依据授权对违法行为直接作出行政处理决定;受理对土地资源、矿产资源和测绘管理工作中违法行为的举报;领导市(州、地)国土资源执法监察的业务工作。
(十七)科技宣传外事处。
 拟定国土资源科技工作计划,推进科学技术进步,对重大科技项目的实施情况进行监督检查; 负责国土资源科技项目的立项、论证和成果的推荐工作;承担对外科技交流、技术引进和外事接待工作;负责宣传、新闻发布和法制教育工作;归口管理相关学会和《国土资源报》、《中国测绘报》记者站的工作。
 机关党委。负责厅机关和在筑直属单位的党群工作,下设机关党委办公室。
离退休干部处。负责机关离退休人员的管理和服务工作。
纪检组、监察室。省纪委、省监察厅派驻厅纪检、监察机构。
 
三、贵州省国土资源厅直属事业单位情况
    贵州省国土资源厅有直属事业单位15个,分别为:
     1.贵州省国土资源厅机关服务中心。为厅属县级事业单位。单位宗旨:承担厅机关后勤服务工作。
     2.贵州省国土资源厅电子政务中心。为厅属县级事业单位。单位宗旨:为全省国土资源系统电子政务化提供管理和服务。
     3.贵州省国土资源技术信息中心。为厅属县级事业单位。单位宗旨:为国土资源、地质矿产、测绘事业的发展提供信息服务。
     4.贵州省国土资源厅会计结算中心。为厅属县级事业单位。单位宗旨:强化财务制度管理,提供会计服务。
     5、贵州省矿权储备交易局。为厅属县级事业单位。单位宗旨:为贵州省矿权储备、交易工作提供支撑和服务。
     6、贵州省国土资源勘测规划院。为厅属县级事业单位。单位宗旨:为保护与合理利用土地、矿产资源提供勘测规划服务。
     7.贵州省土地开发中心。为厅属县级事业单位。单位宗旨:为保护和合理利用土地提供土地开发整理技术服务。
     8.贵州省土地整理中心。为厅属县级事业单位。单位宗旨:为保护和合理利用土地提供土地整理技术服务。
     9、贵州省土地登记事务所。为厅属县级事业单位。单位宗旨:承担土地权属确认、登记造册、颁发证书等事务工作。
     10.贵州省第一测绘院。为厅属县级事业单位。主要职责为:承担外测任务。
     11.贵州省第二测绘院。为厅属县级事业单位。主要职责为:承担以航空摄影测量为主的测绘任务。
     12.贵州省第三测绘院。为厅属县级事业单位。主要职责为:承担地图编辑、制图、印刷为主体的测绘任务。
     13.贵州省测绘资料档案馆。为厅属县级事业单位。单位宗旨:为国家建设提供基础测绘资料服务。
     14.贵州省测绘产品质量监督检验站。为厅属县级事业单位。单位宗旨:为保证测绘产品质量提供检验保障,为测绘仪器量值准确提供测试检定保障。
     15、贵州省地质资料馆。为厅属县级事业单位。单位宗旨:开展地质资料研究和管理,为贵州经济社会发展服务。
 
四、贵州省国土资源厅派出机构情况
    贵州省国土资源厅在国家级、省级经济技术开发区(高新技术开发区)设置的国土资源分局,为省国土资源厅派出机构。到目前为止全省共建有12个国土资源分局。分别为:
     1.贵阳国家经济技术开发区国土资源分局。为厅副县级派出机构。负责开发区辖区内的国土资源管理工作。
     2.贵阳国家高新技术产业开发区国土资源分局。为厅副县级派出机构。负责开发区辖区内的国土资源管理工作。

First, the main responsibilities of the Office of Land and Resources of Guizhou

      (B) research, analysis of land and resources management, development and utilization and protection and on local economic performance and social development and laws, organize the preparation and implementation of provincial land-use planning, land-use planning and annual plans, mineral resources, overall planning, surveying and mapping industrial development planning and other special planning; part in the screening examination and approval by the State Council and Provincial People's Government of the city and regional master plan; involved in key construction projects for review; approval of city (state, prefecture) mineral resources conservation and use planning and some of the township (town) overall land use planning, auditing city (state, prefecture) and county (city, district) land use planning and provincial department in charge of relevant industries of mineral resources development planning.
      (C) supervise and inspect the land and natural resources below the provincial administrative departments of administrative law enforcement and land, mineral resources, planning and surveying and mapping industry, the implementation of development planning; integrated and coordinated land improvement and mining order rectification work; law to protect the land use right, mining right person the legitimate rights and interests; organizational mediation of land use rights, mineral rights and other major responsibility of ownership and geological disasters, disputes, investigation of major illegal cases; responsible for the land, mineral resources, mapping the work of administrative reconsideration and responding. Below the provincial People's Government, is responsible for land and resources of land and resources to implement and comply with laws and regulations, the supervision and inspection to strengthen the protection of farmland dynamic inspections, to stop and correct the violations; strict protection of land and resources, organizational investigate city (state, land), county (city, district) people's government (regional administrative office) and its land and resources department in charge of land and resources management laws and regulations in violation of the act.
      (Iv) implementation of the national implementation of special protection of farmland and encourage land development policies, organization and implementation of land use control and protection of basic farmland, strengthen national, provincial key construction projects in a unified land acquisition and the "four shortage" of the management; host farm land conversion, land acquisition and land development review, approval work; organization, guidance, unused land development, land consolidation, land reclamation and land development.
      (E) the implementation of national cadastral management of the relevant provisions; organizations and cadastral survey of land resources, dynamic monitoring, change survey and land statistics; organizing the implementation of land ownership, urban and rural cadastral, land classification, land registration and land certificate of inspection certification and so on.
      (Vi) the implementation of national land use right transfer, leasing, assessment, transfer, disposal and acts of government acquisition of the relevant provisions; commitment to restructuring state-owned enterprises of the land disposal of assets; regulation of land market; guidance of the benchmark land price, land price evaluation calibration to confirm the price of land use rights and land evaluation results; supervision and management of land evaluation agency; organization and implementation of state-owned land allocated to use directory guide and township (town) Village land management practices, integrated management of rural collective land use rights transfer.
     (Vii) To organize the implementation of mineral resources management practices, standards and protocols, norms; is responsible for mineral resources assessment, identification, registration and statistics; management of deposits of industrial targets and the province's geological data and the collection of business; organize supply and demand of mineral resources situation analysis.
      (8) is responsible for the province's geological survey of the industry management, organization and implementation of geological survey and mineral exploration management; is responsible for geological prospecting and exploration transfer of registration of certification and approval; organizations to develop and publish a guide for geological prospecting, geological prospecting units found eligible for ; management of mining rights assessment, review of the mining rights recognized rating agencies assess the qualifications funded by the state is responsible for the formation of mineral mining rights price evaluation results to identify and evaluate the results of exploration price record price approving the disposal of mining rights; is responsible for mining rights market monitoring.
      (Ix) supervision and management of mineral resources exploitation and conservation efforts; is responsible for approval and registration of mining Certification and采矿权转让approval; review of mineral resources exploitation and utilization program; for mine geological environment supervision and management; management of mineral distribution; for mine inspection and the statistical work of the mining industry; mining enterprises involved in the feasibility study and design review.
