根据广东省人民政府《印发广东省国土资源管理体制改革实施意见的通知》（粤府〔2004〕128号）、广东省人民政府办公厅《印发广东省国土资源厅职能配置内设机构和人员编制规定的通知》（粤府办[2005]94号）、广东省机构编制委员会《关于印发〈广东省国土资源综合行政执法方案〉的通知》（粤机编〔2004〕29号）等文件精神，确定省国土资源厅（加挂省测绘局牌子）职能配置、内设机构和人员编制。省国土资源厅是主管土地资、矿产资源和测绘事业的省人民政府组成部门。
广东省国土资源厅主要职责是：
（一）贯彻执行国家有关土地、矿产、测绘管理的方针、政策和法律、法规，拟订本省有关法规和规章制度并组织实施，负责有关行政处罚的听证和行政复议。
（二）编制和实施国土规划、土地和矿产资源保护与合理利用规划、地质勘查规划、地质灾害防治和地质遗迹保护规划及测绘事业发展规划；参与审核上报国务院和省人民政府审批的城市总体规划；指导和审核市、县土地利用总体规划。
（三）监督检查下级人民政府及其国土资源主管部门执行和遵守国土资源管理法律法规的情况，监督检查市、县国土资源主管部门土地、矿产资源规划执行情况；统筹协调国土整治活动；依法保护土地、矿产资源所有者和使用者的合法权益，承办并组织调处重大权属纠纷，直接查处违法违规案件。
（四）实施农地用途管制，指导基本农田保护；拟订未利用土地开发、土地整理、土地复垦和开发耕地政策并进行指导监督，确保耕地面积占补动态平衡。
（五）组织制订地籍管理政策、技术标准；组织土地资源调查、地籍调查、土地统计和动态监测；组织土地确权、城乡地籍、土地定级、土地登记发证等工作。
（六）指导农村集体非农土地使用权的流转管理；指导基准地价、标定地价的制定与公布；承担报国务院、省人民政府审批的各类用地审查、报批工作。
（七）负责矿产资源探矿权、采矿权的审批登记发证和转让审批的管理工作；组织矿产资源调查，负责矿产资源储量管理和地质资料汇交管理工作；依法实施地质勘查行业管理，负责地质勘查单位资质注册登记工作；组织征收矿产资源补偿费；确认采矿权评估结果。
（八）组织监测、防治地质灾害和保护地质遗迹；管理水文地质、工程地质、环境地质勘查和评价工作，监测、监督防止地下水的过量开采与污染，保护地质环境；认定地质遗迹保护区。
（九）组织制订测绘工作规划、计划和技术标准；组织并管理基础测绘、行政区域界线测绘、地籍测绘和其他重大测绘项目；依法实施测绘行业管理，负责测绘单位资质认定；管理测绘成果及其质量、测绘成果汇交和地图编制工作；管理大地测量控制系统，管理、审核、发布重要基础地理信息数据；指导和监督测量标志的保护工作。
（十）负责土地资源、矿产资源、测绘事业的对外合作与交流。
（十一）负责下一级国土资源主管部门领导干部双重管理的主管方工作。
（十二）归口管理省属地质勘查单位。
（十三）承办省人民政府和国土资源部、国家测绘局交办的其他事项。

(E) organizations to develop cadastral management policies, technical standards; the organization of land resources survey, cadastral survey, land statistics and dynamic monitoring; the organization does the right to land, urban and rural cadastral, land classification, land registration certification and so on.
(Vi) to guide rural collective non-agricultural land use rights transfer management; guidance of benchmark land price, land development and publication of calibration; commitment to the State Council, provincial people's government approved land use review, approval of work.
(7) is responsible for mineral resources prospecting and mining rights of the approval and registration of the transfer of certification and approval of management; the organization of mineral resources survey, is responsible for management of mineral reserves and geological data management; according to the implementation of geological prospecting industry management, is responsible for the geological surveying units qualification registration work; the organization charged mineral resources; to confirm mining rights assessment.
(8) To organize monitoring, prevention and control of geological disasters and protecting geological relics; management hydrogeology, engineering geology, environmental geology survey and evaluation, monitoring, and supervision to prevent excessive exploitation of underground water pollution, protect the geological environment; finds geological relics protection areas.
