湖南省国土资源厅是省人民政府组成部门，主管全省土地资源、矿产资源等自然资源的规划、管理、保护、合理利用和测绘事业。厅内设职能处、室、局共17个：办公室、政策法规处、规划处、财务处、耕地保护处（保留省农业区划委员会办公室牌子）、建设用地处、地籍管理处、地产管理处、矿产开发管理处、矿产资源储量处、地质环境处、地质勘查处、基础测绘处、测绘行业管理处、执法监察局(加挂湖南省国土资源执法监察总队牌子)、科技外事宣传处、人事教育处、厅直属机关党委、纪检组监察室、离退休人员管理处、厅机关后勤服务中心。保留湖南省测绘局的牌子。

湖南省国土资源厅主要职责是：
　　 （一）拟定有关土地资源、矿产资源等自然资源和测绘管理的地方性法规、规章，经批准后组织实施；依照规定负责有关行政复议；研究拟定管理、保护与合理利用土地资源、矿产资源政策；贯彻实施土地资源、矿产资源、测绘管理的技术标准、规程、规范和办法。
　　 （二）组织编制和实施国土规划、土地利用总体规划和其他专项规划；参与报省政府审批的城市总体规划的审核，指导、审核市（州）、县（市）土地利用总体规划；组织矿产资源的调查评价，编制矿产资源保护与合理利用规划、地质勘查规划、地质灾害防治和地质遗迹保护规划；组织编制和实施测绘事业发展规划和基础测绘计划。
　　 （三）监督检查市（州）、县（市）国土资源主管部门行政执法和土地、矿产资源规划执行情况；依法保护土地、矿产资源所有者和使用者的合法权益，承办并组织调处重大权属纠纷，查处重大违法案件。
　　 （四）拟定实施耕地特殊保护和鼓励耕地开发政策，实施农地用途管制，组织基本农田保护，指导未利用土地开发、土地整理、土地复垦和开发耕地的监督工作，确保耕地面积只能增加、不能减少。
　　 （五）贯彻实施地籍管理办法，指导全省地籍管理工作；组织土地资源调查、地籍调查、土地统计和动态监测；指导土地确权、城乡地籍、土地定级和登记等工作。
　　 （六）拟定并按规定组织实施土地使用权出让、租赁、作价出资、转让、交易和政府收购管理办法，制订国有土地划拨使用目录指南和乡（镇）村用地管理办法，指导农村集体非农土地使用权的流转管理。
　　 （七）指导省内基准地价、标定地价评测，审核评估机构从事土地评估的资格，确认土地使用权价格。承担报国务院、省人民政府审批的各类用地的审查、报批工作。
　　 （八）依法管理矿产资源探矿权、采矿权的审核登记发证和转让审核登记；根据授权依法审批对外合作区块；承担矿产资源储量管理工作，管理地质资料汇编；依法实施地质勘查行业管理，审查确定地质勘查单位的资格，管理地勘成果；按规定管理矿产资源补偿费的征收和使用。审核评估机构从事探矿权、采矿权评估的资格，确认探矿权、采矿权评估结果。
　　 （九）组织监测、防治地质灾害和保护地质踪迹；依法管理水文地质、工程地质、环境地质勘查和评价工作，监测、监督防止地下水的过量开采与污染，保护地质环境；认定具有重要价值的古生物化石产地、标准地质剖面等地质遗迹保护区；按权限管理地质遗迹保护区。
　　 （十）组织并管理基础测绘、行政区域界线测绘、地籍测绘和其他全省性或重大测绘项目、重大测绘科技项目。
　　 （十一）依法审查测绘单位的等级资格，管理测绘任务登记；依法审查对外提供测绘成果和外国组织、个人来湘测绘的事项；依法管理地图编制工作，审查向社会出版、展示的地图，管理并审核地名在地图上的表示。
　　 （十二）管理省级基础地理信息数据，根据授权审核发布本省重要地理信息数据，会同有关部门编制湖南省行政区界线标准样图，组织指导基础地理信息社会化服务；管理全省的国家测绘基准和测量控制系统，指导监督各类测绘成果的管理和测量标志的保护。
　　 （十三）安排并监督检查国家财政拨给的地勘费、基础测绘专项资金以及省财政拨给的其他各项资金，按照有关规定组织国土资源管理规费的征收、使用和监督管理。
　　 （十四）组织开展土地资源、矿产资源、测绘工作的对外合作与交流。
　　 （十五）归口管理湖南省地质矿产勘查开发局。
　　 （十六）承办省委、省人民政府交办的其他事项。

Hunan Province Land and Resources Office of main duties are:
