9月23日，湖北省测绘局召开大会，学习、传达了党的十七届四中全会和省委召开的学习贯彻十七届四中全会动员大会精神，要求全局干部、党员按照省委统一安排，迅速组织学习全会精神，及时把思想统一到全会要求和党中央决策部署上来。

　　会议指出，党的十七届四中全会是在国际形势发生深刻变化，全国人民喜迎国庆六十周年，我国经济平稳发展并取得显著成效的关键时刻召开的一次非常重要会议。全会着重研究加强和改进新形势下党的建设问题，认真总结了我们党执政以来加强自身建设的宝贵经验，深入分析党的建设面临的新形势、新任务，明确提出了新形势下加强和改进党的建设的总体要求、目标任务和重要步骤，体现了党的建设的理论创新、实践创新、制度创新和工作创新的丰富成果，反映了党和国家事业发展要求和全党共同意志，这对于深入贯彻落实科学发展观，保持经济平稳较快发展，夺取全面建设小康社会新胜利，开创中国特色社会主义事业新局面，具有重大的现实意义和深远的历史意义。要充分认识四中全会的重大意义，深刻领会全会的精神实质，在全局掀起学习四中全会高潮，迅速把思想统一到全会要求上来，统一到中央决策部署上来。

　　会议要求，传达好、学习好、贯彻好党的十七届四中全会精神，是当前摆在全局各级党组织面前的一项重大政治任务，局机关和局属各单位要结合四中全会精神学习，抓好党的建设。一要加强学习。要采取多种行之有效的措施，迅速把全会精神传达到各级党组织和广大党员干部。要召开专题会议进行部署和研究，要邀请专家进行辅导，党组中心学习组要组织专题学习，在全局开展学习交流。二要抓好机关党的建设。该局召开了直属机关党委会，研究部署了党的建设，印发了《关于进一步加强和改进党的建设的意见》，对于深入学习实践科学发展观，保持共产党员先进性，提高党的执政能力，充分发挥党组织的表率作用，自觉遵守《中国共产党章程》、《中国共产党和国家机关基层组织工作条例》和贯彻落实《中共湖北省委关于加强和改进省直机关党的建设的意见》等有关规定，全面推进经济建设、政治建设和文化建设，不断适应新形势的要求，进一步加强和改进该局党的建设具有重要的指导作用。三要加强领导班子和队伍建设。重点要加强领导班子思想作风建设、制度建设和政治理论建设。四要抓好党风廉政建设。要结合学习贯彻四中全会精神，防微杜渐，大力开展党风廉政建设。五要以学习贯彻四中全会精神为动力，再鼓干劲，再加措施，力争全面完成全年测绘生产和各项工作。
