为贯彻国务院《全面推进依法行政实施纲要》，进一步落实行政执法人员资格制度，提高测绘行政执法队伍的整体素质和执法能力，9月18日至21日，国家测绘局在北戴河休养院举办了2009年全国测绘行政执法人员岗位培训班。国家测绘局宋超智副局长专程参加了开班仪式，并为广大学员做了题为《统一思想 提高认识 大力开展整顿和规范地理信息市场秩序工作》的专题报告。

　　宋超智副局长的报告全面介绍了我国地理信息市场发展现状，分析了当前地理信息市场存在的主要问题，解剖了产生这些问题的原因，并对全国地理信息市场专项整治工作提出了明确要求。宋超智副局长强调，地理信息市场专项整治工作要立足于安全保密，立足于公平规范，立足于地理信息产业的发展繁荣，重点加强对涉证、涉密、涉外、涉军四类案件的查处工作，提高保密意识，整合执法力量，加强市场监管，深入宣传报道。宋超智副局长要求，做好地理信息市场专项整治工作要抓住工作重点，明确职责分工，强化部门协作，按计划、有步骤地推进各项工作，确保地理信息市场专项整治工作抓实、抓牢、抓出成效。

　　这次培训工作得到了国家测绘局的高度重视和各级测绘行政主管部门的大力支持，来自各省、自治区、直辖市的153名测绘行政执法人员参加了培训和考试。国家测绘局法规与行业管理司李烨司长为培训班做了开班致辞，法规与行业管理司马赟副司长主持了开班仪式。国务院法制办、中央党校和国家测绘局的领导、专家和有关同志为培训班讲授了依法行政、行政处罚的主要理论和测绘行政执法工作实践等内容。
