近年来,福建省泉州市基础测绘不断向前推进取得可喜成效。2006年市政府批准《泉州市基础测绘“十一五”规划》,为加强全市测绘工作统一监管,提升测绘保障服务能力,提供了强有力的支撑。2009年2月成立泉州市国土与基础地理信息中心,承担数字泉州地区空间框架建设,整合多源城市基础地理信息数据,提供各类与地理位置有关的社会经济信息服务;加工、处理和集成泉州市基础地理信息数据,建立多尺度、多类型的数据库;收集、整理、保管和分发市级基础测绘成果;管理、更新、维护基础地理信息数据成果。
近几年来,基础测绘项目不断实施。第一、航摄覆盖全市面积12500平方公里,制作了各种比例尺正射影像图和矢量图。第二、编制出版《泉州市影像地图集》。这是一部利用最新的航空、卫星等高分辨率影像数据,借助先进的计算机制图技术编制而成的图集。该《图集》将地面景观准确、直观、全面地放映出来,以全新的角度诠释了泉州近年来经济社会和城市发展所取得的成就。第三、建立《泉州市国土三维地理信息系统》。该系统可提供国土资源管理、城市规划、城市建设、公安消防、地质灾害、环境保护、交通建设等若干领域应用。第四、开展泉州市测量标志普查维护及建立数字库。共普查维护385座永久性测量标志,摸清了家底,为实施市级基础测绘规划奠定了良好的基础。第五、市级财政投入650万元,进行市中心规划区450平方公里1:500数字化地形图更新。此外,晋江市、石狮市大力开展基础测绘。晋江市近两年累计财政投入3700万元,完成了该市基础控制网建设,并分三期完成涵盖全市720平方公里1:500航摄数字化成图;石狮市今年投入1600万元,进行市中心区1:500的27平方公里全野外数字测图和辖区其余约133平方公里航摄数字化成图。
今年7月,经国家测绘局批准,泉州市列入国家数字城市地理空间框架建设试点城市。目前,正在准备开发2-3个典型应用示范系统;制定数字泉州地理空间框架建设工程设计书;建立地理信息公共服务平台,以提高基础测绘对泉州市社会经济发展的保障服务水平。

In recent years, the continued implementation of basic surveying and mapping projects. Second, the preparation of publications, "Quanzhou Image Atlas." The "Atlas" will be on the ground landscape accurate, intuitive, and comprehensive screening out with a new point of view interpretation of the Quanzhou and urban development in recent years, economic and social achievements. Third, the establishment of a "three-dimensional Geographic Information System Quanzhou Land." The system can provide land and resources management, urban planning, urban construction, public security and fire, geological disasters, environmental protection, transportation infrastructure and other applications in several areas. Fourthly, the census survey marks Quanzhou maintenance and the building of digital libraries. A total of 385 surveys to maintain a permanent survey marks, find the root of the family property, in order to implement the municipal planning based mapping has laid a good foundation. Fifth, the municipal financial investment 6.5 million yuan to carry out city planning area 450 square kilometers of digital topographic maps 1:500 update. In addition, Jinjiang City, Shishi City, vigorously carry out basic surveying and mapping. Jinjiang City, the last two years total financial input 37 million yuan to complete the building of the city-based control network, and the completion of three phases covering the city's 720 square kilometers of aerial Digital Mapping 1:500; Shishi City, invested 16 million yuan this year to conduct municipal 1:500 central area of 27 square kilometers wide field of digital mapping and the remaining area of approximately 133 square kilometers of aerial Digital Mapping.
This year in July, after approval of the State Bureau of Surveying and Mapping, Quanzhou included in the national geo-spatial framework of the construction of digital cities pilot cities. At present, the 2-3 is ready to develop a typical application demonstration systems; development of digital geo-spatial framework of the construction of Quanzhou design document; the establishment of geographic information of public service platform, to enhance the basic surveying and mapping socio-economic development of Quanzhou guarantee service levels. |
