该省环保局建设的污染源监控中心,是国家污染减排重点建设项目,同时建成了河北省环境污染事件应急指挥决策系统。在监控中心,运用卫星定位技术,对污染源进行精确定位,在电子地图上标注其位置。同时用卫星遥感技术,通过通信线路与污染源自动监控设备的连接,实现对污染源主要污染物排放情况的在线、连续监测,并对污染治理设施运行情况实时监控。一旦发生环境污染紧急事件,启动在地理信息系统平台上建成的环境污染事件应急指挥系统,该系统电子地图上标有环境风险源、危险品存放地、应急人员设备分布、污染物扩散模型,接收卫星遥感影像,连接应急预案、应急案例等信息数据库。环境保护监测车上装有卫星定位系统,可即刻进行分析、统计,建立污染扩散模型,为应急指挥提供科学计算结果和决策技术支持。
