国家测绘局第二地形测量队今年承担的西部测图任务测区，位于横断山脉，是唐古拉山和念青唐古拉的东延部分，属起伏较大的高原高山地形，地貌复杂作业难度大。为此，国家测绘局西部项目办和省局领导给予高度重视，多次下达相关文件，对安全生产和项目实施计划提出明确要求，要求把安全生产和确保质量的工作落到实处。为确保2009年西部测图工程的顺利实施，国测地形二队成立了由队领导负责的项目领导小组，根据上级要求和布置，对今年的实测工作进行周密计划和充分准备，从生产组织、安全技术质量培训、物资准备等细节入手，完善测区的安全生产措施明确分工把各项责任落实到人。同时为确保项目实施的零事故、零伤亡，在出测前针对测区特点和要求，组织作业中队进入陕西秦岭北麓进行整套实施方案的演练，包括行车安全检查、作业流程及成果整理等模拟实战练习，并熟练掌握各类通讯器材的正确使用，确保西部测图任务圆满完成。9月20日承担横断山脉测区的作业人员从西安出发奔赴测区。
