为进一步提高地方测绘行政管理干部的理论素养、依法行政能力和保障服务水平，根据国家测绘局《关于大规模培训地方测绘管理干部工作的通知》和2009年教育培训计划，9月15日至18日，国家测绘局在福建厦门举办2009年第二期地方测绘行政管理干部培训班。国家测绘局党组成员、副局长宋超智出席培训班开班仪式并为全体学员作了《加强统一监管，服务中心大局，保障测绘事业又好又快发展》的专题报告。

　　宋超智指出，当前测绘工作面临难得的发展机遇。党和国家以及地方政府高度重视测绘工作，保增长、扩内需、调结构给测绘事业带来了新契机，世界各国政府高度重视测绘工作，我国地理信息产业快速发展，测绘的作用和地位越来越明显。同时，测绘工作中也存在着一些不容忽视的问题，各级地方测绘管理干部对当前面临的机遇和问题要有清醒的认识，测绘工作面临的形势总体是机遇与挑战并存，机遇大于挑战；希望与困难同在，希望大于困难。

　　宋超智强调，加强测绘统一监管是当前一项重要任务。党和国家的安全稳定，测绘行业的快速发展、依法行政的深入推进都对测绘统一监管提出了新要求。测绘统一监管要适应推动测绘重大工程建设和国家测绘局服务行业发展的新要求，要为行业发展提供政策支持，扶持地理信息企业发展，强化地理信息产业市场监管。

　　宋超智最后指出，各级测绘行政管理人员肩负着重要使命，他强调地方测绘行政管理人员是中央宏观决策的贯彻者、地方微观政策的执行者。地方测绘行政管理人员的素质，很大程度上决定了地方测绘行政管理工作的水平。宋超智副局长对地方测绘行政管理人员提出了三点希望，加强学习，提高自身素质；转变观念，强化服务意识；履行职能，不辱神圣使命。

　　国家测绘局总工程师胥燕婴介绍了数字中国地理空间框架建设与信息化体系建设的背景、建设目标、主要任务和进展情况，提出了地方测绘工作的重点任务。国家测绘局法规与行业管理司司长李烨和福建省测绘局党组书记何清和出席了培训班开班仪式。

　　武汉大学教授和测绘行政管理方面的有关专家在培训班上进行了管理学、行政法基础、数字中国地理空间框架与信息化测绘体系建设、测绘成果保密与管理、测绘标准与质量、测绘法律法规等方面的专题授课。来自全国28个省、自治区、直辖市（天津、上海除外）的约130余名地方测绘管理干部参加了培训学习。
