云南路片区旧城改造项目是市南区政府确定的两改项目中第一个就地回迁项目,目前回迁定位的各项前期准备工作已经完成,自9月7日起在天泰体育场就安置房屋的户型、回迁定位办法及相关情况说明进行现场公示。昨日,市南区开发建设局根据公示情况及群众反响,进一步明确了贷款及公摊比例等相关情况。
关于贷款问题,市南区开发建设局明确,居民回迁安置房屋购房款差额部分,可以通过商业贷款或公积金贷款两种方式解决。商业贷款受验收、备案等相关条件的限制,尚不能办理。目前该区正积极协调公积金管理中心,争取让居民能够提取公积金并以公积金方式贷款缴付。考虑到回迁居民的筹款时间和贷款手续的办理,将原定的房款结算条款中“自居民签订定位协议之日起,须在7日之内结清差价款,逾期不交,视为自动放弃。”修改为:“居民在交齐房款后,办理入住手续”。
关于公摊比例,考虑到高层住宅的公摊面积较大,结合云南路片区居民的实际,市南区政府决定给予一定的公摊面积补贴。具体内容公示现场已予明确。
关于房屋结算单价,按照公平的原则,结合拆迁补偿协议对超出应安置面积的约定,拆迁居民超出应补偿面积20平方米以内部分,按7000元/平方米结合楼层差价结算,超出20平方米以外部分,按7500元/平方米结合楼层差价结算。
关于户型范围,根据测绘单位出具的预测绘报告,将所有可安置房源的面积进行户型划分,具体如下:

关于就地改异地、就地改货币,由居民提出申请,经审核后,可改签异地或货币协议。
关于变更户型和放弃申请户型,安置区域内的房屋,是按照签订的拆迁补偿协议及申请的户型进行设计并建设的,在回迁定位时,不予变更。要求不按申请户型安置的,需先按申请户型定位,我们将结合有意向调整并能对应的相关居民,在办结算手续前协调解决。
关于部分挡光房屋,根据《中华人民共和国城乡规划法》的有关规定,在冬季大寒日,日照时间少于2小时的房屋,不能作为住宅。如居民对这部分房屋确有需求,需在安置房源内先定位,根据相关情况研究办理。
关于公有房屋补交房改计价款,在回迁定位尾款结算时,回迁居民可在建设银行任意网点,将款项打入指定账户。
关于东平路沿线地块被拆迁居民的安置房源,由于东平路沿线地块属于嘉祥路片区旧城改造范围,原应在嘉祥路地块中安置,但由于拆迁时有197户居民主动要求在云南路二期片区安置,因此该部分居民在云南路二期居民安置完毕后,在其余房源中选房。
