8月21日上午，山西省政府副秘书长、省政府应急办专职副主任孙跃进带领省政府应急办相关人员到省测绘局就应急管理工作进行专题调研。山西省测绘局副局长于建刚及局相关处室负责人参加了调研座谈会。

　　此次调研的目的是深入贯彻落实科学发展观，进一步了解掌握和研究山西省应急管理工作情况，探索推进应急管理工作稳步快速发展的长效机制。调研内容包括全省测绘系统应急预案体系建设情况、应急指挥及保障情况、危险源排查和风险评估工作对危险源整改情况、应急管理工作经费投入及使用情况、应急队伍建设情况以及近年来测绘系统在支持、配合全省突发事件的预防和处置工作情况。

　　于建刚介绍了省测绘局在应急管理方面所做的基础工作、山西省政府地理信息公共服务平台项目建设情况以及山西测绘为全省突发事件处置和灾害救治服务等情况。相关处室负责人介绍了省测绘成果情况、省基础地理信息数据库情况、山西省三维地理信息系统、山西省国防动员综合应用系统的有关情况，并进行了系统演示。

　　孙跃进通报了全省应急管理工作情况，肯定了省测绘局工作取得的成绩，并对省测绘局应急管理工作提出了要求。一要进一步提高对应急工作重要性的认识。二要提高测绘系统应急能力建设。主要包括预警分析能力、快速反应的处置能力、灵活机动能力以及远程服务保障能力。三要强化基础能力建设。要从现在的提供静态测量数据和资料转变到实时提供现势地理信息。四要加强沟通、联系与合作。

Research includes mapping system contingency plan for the province's system of construction, emergency command and protection, dangerous source of investigation and risk assessment work on the rectification of hazards, emergency management and use of financial input, and emergency team building, and the mapping system in recent years, in support to meet the province's emergency prevention and disposal of work.


Yu Jian-Gang, introduced Provincial Mapping Bureau of Emergency Management in the basic work done, the Shanxi provincial government geographic information platform for public service projects as well as mapping of the province of Shanxi and handle unexpected incidents and disaster medical treatment services, and so on. Chu Shi-related person in charge of surveying and mapping results of the provincial, provincial fundamental geographic information database situation, Shanxi Province, three-dimensional geographic information systems, Shanxi Province, integrated application of national defense mobilization system of the situation and conduct a system demonstration.


Yuejin Sun reported on the province's emergency management work, affirmed the Provincial Mapping Bureau's achievements, and Provincial Bureau of Surveying and Mapping requirements for emergency management work. First, we must further raise awareness of the importance of emergency work. Second, we must improve the mapping system emergency response capacity building. Include early warning analysis capabilities, rapid response disposal capacity, flexible capacity and remote service support capabilities. Third, we must strengthen the basic capacity-building. Provide static measurements from the current data and information are powerful transition to real-time geographic information. Fourth, we should strengthen communication, contact and cooperation.
