    制度确定思想政治工作的目标和任务，明确了思想政治工作的学习计划、学习要求、学习内容和学习形式。制度的实施，将切实保证思想政治工作各项工作的落实，把学习理论同指导工作结合起来，推动各项工作进一步的开展。
