近日，广东省办公厅转发省国土资源厅《关于全面整顿和规范地理信息市场秩序实施意见的通知》（以下简称《通知》），计划用1年时间，在全省范围内开展互联网、电子导航地图整顿工作。

　　《通知》指出，任何单位和个人以测绘为目的，利用飞机、飞艇、热气球等飞行工具从空中获取地理信息的，均应向省国土资源厅提出航空摄影申请，由省国土资源厅审核后按程序报请部门批准使用航空摄影空域。凡提供和使用涉密基础地理信息的，须由信息成果所在地的测绘行政主管部门审批；提供和使用不涉密基础地理信息的，由保管单位制订相应办法，报同级测绘行政主管部门批准后实施。利用属于国家机密的基础测绘成果开发生产和提供地理信息服务的，应提出明确的利用目的和范围，承担相应的保密义务，并报测绘成果所在地的测绘行政主管部门审批。

　　《通知》要求，严禁使用未经保密工作部门审批的信息系统处理涉密地理信息；涉密地理信息系统未经保密工作部门审批，不得提供涉密地理信息数据（涉密测绘成果）；未经军队测绘主管部门批准，任何单位和个人不得在军事禁区、军事管理区进行摄影、摄像、测量等测绘活动；任何外国组织和个人在粤境内从事地理信息的测定、采集和处理等测绘活动，应依法经国务院测绘行政主管部门、军队测绘主管部门批准。任何单位和个人不得以任何形式，为未经批准的外国组织和个人从事测绘活动提供便利。

　　《通知》规定，从事地理信息生产的单位，应依法取得相应的测绘资质证书，并在资质等级业务许可范围内进行生产。利用地理信息编制地图和互联网地图，在登载和出版前，应根据地图内容报国务院测绘行政主管部门或省国土资源厅审核。利用地理信息从事地图和互联网地图出版活动，应经省新闻出版局同意，报国务院新闻出版部门审批，并取得互联网出版许可证。从事互联网地图和互联网地理信息服务的，应依法经省国土资源厅或国务院测绘行政主管部门核准同意后，向国家工业和信息化部或省通信管理部门申请办理互联网信息服务经营许可证或备案手续。印刷、复印等行业从事涉密地理信息复制业务的，应取得保密部门颁发的资质证书或许可证。从事涉密地理信息传输、制作、存储等业务的，应严格遵守和执行国家保密法律、法规和政策规定。从事地理信息的企业设立前应申请名称预先核准，取得相应的测绘资质证书及业务范围后，依法向工商行政管理部门申请办理企业登记。

"Notice" requirements of confidentiality is strictly prohibited without the approval of the information systems departments to deal with geographic information secret; secret without a geographic information system and confidentiality of examination and approval department shall not provide geographic information secret data (secret the results of the Survey and Mapping); without the approval of the military department in charge of surveying and mapping, and no unit or individual shall not be restricted in the military, military management area photography, camera, surveying and other surveying and mapping activities; any foreign organizations and individuals engaged in the territory of Guangdong, the determination of geographic information, collection and processing activities, such as mapping, should be in accordance with the law by the State Council administrative department in charge of surveying and mapping, military mapping the approval of the competent authorities. No unit or individual may in any form, without approval for foreign organizations and individuals engaged in activities to facilitate the mapping.


"Notice" provisions, engaged in the production unit of geographic information should be made in accordance with the law of surveying and mapping the corresponding qualification certificate and business license in the qualification level of the scope of production. The preparation of maps using GIS and Internet map, in the pre-publication and publishing, content should be reported to the State Council in accordance with map mapping administrative departments or the Office of Land and Resources Audit. Engaged in the use of geographic information maps and Internet map publishing activities, the provincial press and publication shall be approved by the Board agreed that the newspaper press and publication department of the State Council for approval, and permit access to Internet publishing. Printing, copying and other industries engaged in secret operations to copy geographic information, confidentiality should be issued to obtain a certificate of qualification or license. Geographic information to engage in secret transfer, production, storage and other operations should strictly observe and implement the national confidentiality laws, regulations and policies and regulations.
