黄河水利职业技术学院位于历史文化名城、中国优秀旅游城市开封，始建于1929年3月，原名为河南省立水利工程专门学校，创办人为时任河南省建设厅厅长的著名人士张钫，首任校长为毕业于国立北洋大学土木工程系的陈泮岭。

1942年5月改建为国立黄河流域水利工程专科学校。1951年3月8日重建并更名为黄河水利专科学校，校长由黄河水利委员主任王化云兼任。1998年3月，经原国家教委批准，改建为黄河水利职业技术学院。2000年被教育部列入全国首批15所示范性职业技术学院建设单位。

在长期发展过程中，学院积累了丰富的办学经验和深厚的文化底蕴，在水利、测绘、机电等行业享有盛誉。所培养的7万余名毕业生活跃在祖国的大河上下、大江南北，特别是在黄河水利委员会所属机构，80％左右的技术骨干和管理干部来自于 黄河水院，学院因此赢得了黄河治理领域的“黄埔军校”的美称。水利部原部长杨振怀赞誉学院为“黄河技干摇篮”。现任黄河水利委员会主任李国英在视察学院时曾说：“没有黄河水院，就没有黄河50多年的岁岁安澜。”

学院坚定不移地走高等职业教育的发展道路，提出了“立足社会需要，面向未来发展，办人民满意的高等职业教育”的办学方针，凝炼出了“以就业为导向，以教学为中心，以专业建设为核心，教书育人、管理育人、服务育人、生产育人”的教育理念，并提出了“一二三四五”的发展思路，即围绕一个核心——创建国内领先、国际知名的高等职业院校；搞好二个建设——国家示范性高等职业院校建设、现代化新校区建设；完成三个转变——规模向质量转变、一般向特色转变、普通向精品转变；实现四个突破——办学理念突破、办学条件突破、办学模式突破、办学水平突破 ；构建五个体系——课程建设体系、师资队伍建设体系、实践条件建设体系、基础设施建设体系、质量建设体系。立足河南、面向全国，依托水利、服务社会，逐步形成集学历教育、职业培训、技能鉴定与技术服务为一体的多层次、多功能、多形式的办学格局，实现学院的质量、结构、规模、效益协调发展，实现学生的知识、能力、素质、个性协调发展，把学院建设成全国水利行业和河南省“技能人才的摇篮，技术服务的基地”。     为实现学院的可持续发展，2002年6月，学院党委作出了筹建新校区的重大决策。新校区占地1132亩，计划建筑面积32万平方米，设计规模15000人，总投资5亿元。2004年9月 ，学院以惊人的速度高质量地完成了新校区一期工程的施工任务，并顺利入住6300余名学生。2008年10月，新校区二期工程完工，入住学生14000余人。新校区融教学、生产、实训为一体，职业氛围浓厚、教育设施先进，凝聚了黄河水院人的辛勤汗水和无穷智慧，也铸就了黄河水院人艰苦创业、争创一流的精神与自信。

为抢占高等职业教育的制高点，学院领导班子审时度势，科学决策，将原定于2006年的高职高专院校人才培养工作水平评估提前到2005年。院领导带领全院师生员工发扬“特别能吃苦、特别能战斗、特别能坚持、特别能奉献”的精神，以评促建、以评促改、以评促管，精益求精、尽善尽美做好迎评工作。学院以鲜明的办学特色、过硬的人才培养质量和雄厚的办学实力赢得了评估专家的高度赞誉，被评为高职高专院校人才培养工作水平评估“优秀”学校。2005年7月，学院党委高屋建瓴，又及时启动了全国示范性高等职业院校建设工作。
2006年12月，学院正式被教育部、财政部确定为国家示范性高等职业院校建设计划2006年度立项建设单位。中央财政安排专项建设资金4000万元，河南省配套资金8000万用于项目建设，项目建设为期3年。这标志着黄河水院在创建国内领先、国际知名高等职业院校的征途中实现了历史性跨越，已步入全国先进高等职业教育行列。
