湖南省第一个数字城市试点项目——数字郴州地理空间框架建设,经过两年多的努力,相继完成了基础数据生产、重点应用示范系统建设等工作,目前正在进行数据服务公共平台开发。
2007年5月,数字郴州地理空间框架建设项目启动,湖南省第一测绘院承担了基础数据生产任务,主要包括3000平方千米大地水准面精化,100平方千米1:500比例尺数字化地形地籍测量及数据库建设,100平方千米1:2000比例尺地形图与数据库建设,800平方千米1:2000比例尺正射影像图及数据库建设,200平方千米不同比例尺、不同图种、不同格式数据处理、整合、集成,100平方千米地籍数据库、47平方千米房产数据库、全市土地利用、土地规划数据库建设等。目前,这些基础数据生产大部分已完成。
数字郴州项目成果重点应用于城市规划、国土资源管理、地质灾害预警和导航定位等领域。城市规划管理系统充分利用基础空间数据,通过可视化方式,实现城市规划编制与实施、建设项目选址、建设用地审批等多项功能。土地矿产管理系统使编制矿产资源保护与合理利用规划更加方便快捷。地质灾害预警系统在地质灾害区域专题数据基础上,利用地理空间分析功能,对地质灾害进行预警,为相关政府部门决策与迅速反应提供信息支持。定位导航系统通过加载了各种城市设施,为广大民众提供位置信息查询检索服务。
