长春工程学院是2000年由三所具有50年办学历史的全国示范性高等工程专科重点建设学校(原长春建筑高等专科学校、长春工业高等专科学校、长春水利电力高等专科学校)合并组建的一所以工为主,工、管、文、理等学科协调发展的多科性普通本科大学,隶属于吉林省人民政府。
一、历史沿革
学校的办学历史可追溯至新中国建立初期。早在1951年9月到1953年7月,为在短时期迅速恢复和建立国家基础工业体系,经东北人民政府、中央人民政府燃料工业部筹划和批准,分别成立了长春土木建筑高级职业学校、长春测量地质技术学校和长春水力发电工程学校。
上世纪80年代中期以前,三所学校均几经易名,隶属关系和办学层次多次变更,主要归属原冶金工业部和水利电力部管理,为冶金建筑、冶金地质和水利水电行业培养一线专门技术人才。
50年代末,原长春水利电力专科学校升格为吉林水利水电学院,举办本科教育,招收培养河川枢纽与水电站建筑和农田水利工程等专业的本科生。
1984年到1985年,经教育部批准,三所学校分别升格为长春建筑专科学校、长春地质专科学校和东北水利水电专科学校。在此后十多年的办学历程中,三所学校在教育教学改革中为推动我国高等工程专科教育发展,积累和提供了许多宝贵经验,有4项教学改革成果获国家级教学成果二等奖,教务处曾两次被教育部评选为“全国普通高校优秀教务处”;1997年,三校均被教育部遴选确定为全国示范性高等工程专科重点建设学校,在当时全国高等专科教育改革和建设中发挥了带头和示范作用。
1996年开始,三所学校陆续招收并培养建筑工程等16个专业本科生。
2000年3月,教育部正式批准三校合并组建长春工程学院。合校以来,学校办学规模得到扩大,教育事业快速发展,办学水平不断提高,综合实力明显增强,建成了以建筑、地质、水利、电力、机械、电气工程等工科专业为主,工学、管理学、文学和理学等学科门类交叉共存的人才培养结构和具有应用型教育特色的教学型大学。学校曾多次被吉林省政府、长春市政府授予“模范单位”、“文明单位标兵”等称号,学校党委被长春市委授予先进党委称号。2007年2月,经中国人民解放军总政治部和教育部批准,学校成为具有国防生招生资格的百所大学之一。
二、办学条件
学校现有西校区(宽平大路)、东校区(同志街)和南校区(前进大街)等三个校区,占地总面积52.50万㎡;各类校舍总建筑面积47.94万㎡;运动场地总面积10.37万㎡;固定资产总值4.25亿元,其中教学科研仪器设备总值1.31亿元;图书馆馆藏印刷型图书121万册,电子图书32万种;校园网覆盖全校;建有计算机基础训练中心、工程训练中心、先进制造技术实践教学基地、电力系统仿真实践教学基地、土木工程施工工艺实践教学基地、岩土工程与钻探实践教学基地、电厂仿真实践教学基地、服装工艺实践教学基地、现代商务模拟实践教学基地和管理工程实践教学基地等10个校内实习实训基地,建有124个校外实习基地,其中相对稳定的基地84个。
学校有1个吉林省重点学科、1个吉林省高等学校工程研究中心和1个吉林省重点建设实验教学中心。
三、师资队伍
学校现有教职工1614人,教学科研人员总数为813人,其中教授(或相当专业技术职务者)86人、副教授(或相当专业技术职务者)334人,具有博士学位的教师78人,具有硕士学位的教师429人,具有硕士学位以上的教师占教学科研人数的62.4%。有2人入选新世纪百千万人才工程国家级人才和教育部新世纪人才支持计划,2人遴选为吉林省有突出贡献中青年专业技术人才,1人被遴选为吉林省高级专家,3人被遴选为吉林省拔尖创新人才,6人被遴选为吉林省省级主讲教授、教学名师和中青年骨干教师,1个教学团队被评为吉林省优秀教学团队;11人获宝钢教育基金优秀教师奖;16人曾获得过国务院特殊津贴;2人被中国科学院和吉林大学聘为博士研究生导师,28人被吉林大学、长春工业大学、东北电力大学等高校聘为硕士研究生导师。
四、人才培养
学校办学以本科教育为主,面向全国招生。现有全日制在校学生13919人,其中本科生11724人,专科生、高职生2195人。
学校设有机电工程学院、电气与信息工程学院、能源与动力工程学院、土木工程学院、水利与环境工程学院、勘查与测绘工程学院、建筑与设计学院、管理学院、理学院、外语系、软件职业技术学院、人文社科部、体育部、计算中心、工程训练中心、继续教育学院和国防教育学院等17个教学单位。设有土木工程、水利水电工程、资源勘查工程、电气工程及其自动化、机械设计制造及其自动化、工程管理等31个本科专业和9个专科专业。
在长期办学历程中,学校不断传承笃行务实、艰苦奋斗、开拓进取、敬业奉献的光荣传统,发扬“重教崇实、和谐创新”的优良校风,始终将人才培养质量视为办学的生命线;始终坚持“德智体美全面发展,知识、能力、素质综合提高”的育人理念;始终坚持以应用能力和工程素质培养为主线,积极推进各项教学建设与改革,专心致力于培养“安心基层、基础扎实、实践能力强、综合素质好、具有创新精神的应用型高级专门人才”,教育教学质量持续提升。半个多世纪以来,学校为国家培养和输送了近九万名专业技术人才,他们中的大多数常年奋战在工程技术一线,为发展我国建筑、地质、水利、电力等基础工业做出了突出贡献。在中国的大地上,凡有大型建筑工地、金属矿山、水电工程和电力工业的地方,就有长春工程学院毕业生的身影和业绩。
五、教研与科研
学校高度重视教学研究与改革对教学工作的先导和促进作用。“十五”以来,全校教师和教学管理人员主持或参加了408项各级各类教研教改课题,其中省部级课题123项;获国家级教学成果奖2项,吉林省教学成果奖9项;获省级以上(含省级)现代教育技术优秀成果奖28项;出版教材和专著210部;建成省级精品课程4门和省级优秀课程32门。
学校坚持产学研互动发展,积极推进科学研究、技术开发和成果转化工作,努力为吉林经济社会发展和振兴东北老工业基地做贡献。近五年,我校教师主持和承担各级各类科研课题459项,其中包括国家级课题9项、省部级课题139项;获得省部级科技成果奖11项,吉林省高等学校科学技术研究优秀成果奖7项;授权专利35项;共发表学术论文1835余篇,被SCI、EI、ISTP三大检索收录147篇。在节能建筑、污水处理、供热通风、配电技术、勘查技术、机电技术等领域的应用研究有所建树。
六、对外交流与合作
学校坚持开放办学,先后与德国奥尔登堡应用科学大学、俄罗斯南部国立技术大学、韩国莲庵工业大学、英国佩思利大学、澳大利亚维多利亚大学等国外高等院校建立了校际联系和学术交流关系,互派专家、学者、留学人员进行学术交流,开展科研合作。学校设立了中青年教师出国进修专项经费,选派中青年教师出国进修。近五年,共选派50余人次教师赴美国、日本、俄罗斯、英国、德国、荷兰等国外高校进行短期访问、交流或进修。
学校十分重视保持和加深与冶金、有色金属、建筑、水利、电力等行业企业的传统联系和友谊,不断巩固和扩大产学研合作教育领域。
