窨井盖丢失，以后再也不用担心找不到产权单位了。明年开始，窨井盖等城市公共设施都将有自己的一个“数字编号”，它们全部进入“富阳城市数字信息综合管理平台”，只要动动鼠标，就能查询到产权归属等信息了。

　　昨日，富阳“城市数字信息综合管理平台（视频部分）”项目公开招标，这标志着“数字城管”工作全面铺开，这个管理平台有望在今年年底前建成，届时，富阳城市管理水平将有一个较大的飞跃。

　　所有公共设施都有“身份证”

　　什么是“数字城管”？就是指以信息化手段和移动通信技术手段来处理、分析和管理整个城市的所有部件和事件信息。换句话说，就是把像窨井盖、路灯、果皮箱、停车场、电话亭等公共设施纳入城市信息化管理范畴，给每件公共设施配上“身份证”,如果窨井盖坏了，路灯不亮了，就会迅速找到责任人，有关责任部门会在第一时间把问题解决掉。

　　市城管执法局一位负责人说，在城市管理中，像窨井盖缺失等问题虽然能找到责任单位，但因为种种原因，该谁来管责任不清，解决问题时也经常出现推诿扯皮现象。

　　为有效突破城市管理发展的瓶颈，北京、上海、南京、杭州、扬州、烟台等10余个城市作为国家建设部首批试点城市，率先开展“数字城管”工作，并取得了突破性成效。据不完全统计，目前全国已有51个城市完成了“数字城管”建设，上百个城市正在着手启动“数字城管”工作。

　　“富阳的城市化进程越来越快，但城市管理脚步已经滞后了。”市城管执法局一位负责人认为，富阳实施“数字城市”势在必行，以提升城市管理水平，改善城市环境面貌，力争在城管工作方面与杭州主城区对接。

　　将城市区域划分一个个的“网格”

　　“数字城管”采取一种“万米单位网格法”的办法，即将城市区域分割成若干个单元格，每个单元格配1至2名信息采集员，每位信息采集员配备“城管通”终端机。这些信息采集员每天对自己的“责任田”进行巡查，一旦发现城市管理中的问题，信息采集员就可以用“城管通”确定责任人，可报相关部门解决。

　　据介绍，目前数字城管以城管执法局现有的职能为基本职能，同时还包括市政公用设施、道路交通设施、市容环卫、园林绿化、房屋土地和其他六大类城市管理部件以及市容环境、宣传广告、施工管理、突发事件、街面秩序等进行管理。

　　富阳“数字城管”将首先在东至大桥路、南至富春江、西至320国道沿线、北至公园路的城市核心区域内开展试点，首先对街面管理、环卫作业、社会服务、市政养护、公用设施运行等城市管理业务进行“数字化”和“信息化”.

　　在搭建“数字城管”平台前，将对城区所有城市部件进行摸底，窨井盖、路灯、消防设施、电力交接箱、交警交接箱等，都有一个独一无二的数字编码，凭着这个数字，可以很快查到责任人。

　　处理一个问题只需几个小时

　　有关单位必须在规定期限内对交办的问题进行处置，并将处置结果进行反馈，受理平台可以向采集员发出现场核查指令，采集员在限定时间内，对现场进行核查，如果整治符合要求的给予结案，不符合要求的就要再交办，直到问题解决。

　　一般来说，一个城市管理问题从发现到反馈只需几个小时，彻底改变以往层级制的交办、处理、反馈模式，使问题能“看得见、有人管、管得好”，做到不留空当，不留死角，实现城市管理的提速与增效。
