高精度轻小型航空遥感系统核心技术及产品研制启动

7月24日,由中国测绘科学研究院牵头、北京航空航天大学等10个科研院校共同参与的国家863计划重点项目“高精度轻小型航空遥感系统核心技术及产品”启动会在北京举行。项目预计2010年12月完成。国家测绘局副局长李维森出席会议并讲话。

 

  李维森要求项目参与单位在各自承担的研究方面取得高水平的成果,在科研成果完成后与产品转化紧密结合,加快成果转化效率,让科研成果尽快发挥作用。同时希望参加单位统筹协调,精诚团结,圆满完成任务。

 

  据项目组组长、中国测绘科学研究院研究员左建章介绍,轻小型航空遥感系统具有机动灵活、响应快、成本低、时效性强等特点,国外已形成与卫星遥感和普通航空遥感并行蓬勃发展的局面。尤其是在重大自然灾害应急响应、阴云天气低空光学影像获取、局部地区及时遥感、低空大比例尺高精度测绘及分布式日常低空遥感监测等情况下,轻小型航空遥感系统拥有卫星遥感和普通航空遥感不可取代的作用。

 

  目前实施的高精度轻小型航空遥感系统核心技术及产品属于国家863计划地球观测与导航技术领域重点项目,从国家高分辨率对地观测系统重大专项需求出发,瞄准国际航空遥感技术发展前沿,突破高精度位置姿态测量系统与惯性稳定平台、轻小型航空遥感载荷等核心技术瓶颈,研制具有自主知识产权的核心产品,集成建立达到1:500测图精度的轻小型航空遥感应用系统,显著提升我国高精度航空遥感数据获取与处理能力。

 

  系统将在以下几方面得到突破:实现进口设备无法实现的无控制、无空三测图;精细航测精度超过已进口设备,可满足界址点航测、铺装路面内业测定高程、大比例尺图高程注记点的内业测定等应用的精度要求;应用高精度轻小型航空遥感系统快速生产的DEM、DOM符合国家规范;中小比例尺地形图测绘的效率和成本将超过进口航空相机;遥感数据后处理实时性增强,达到当天获取数据当天处理的水平。同时由测绘等应用部门牵头进行高精度轻小型遥感系统的验证、应用及推广,进行高精度轻小型航空遥感系统在1:500数字地形测绘、轻小型快速测绘、减灾与应急遥感监测、森林精准计测、城市低空遥感三维建模等五个方面的典型示范应用。

 

  中国工程院院士刘先林以及各分项目负责人分别发言。国家遥感中心副主任金奕名代表项目管理单位讲话。科技部国家遥感中心、中国测绘科学研究院、项目参与单位代表等30余人参加会议。

Light of current high-precision small-scale aerial remote sensing system, the core technology and products are 863 countries of Earth observation and navigation technology, the focus of projects, from the national high-resolution Earth observation system needs major projects, aimed at the development of international aviation forefront of remote sensing technology, a breakthrough High-precision position and attitude measurement system inertially stabilized platform, light load, such as small-scale aerial remote sensing bottleneck core technology developed with independent intellectual property rights of the core products, integrated mapping 1:500-building to achieve the accuracy of aerial remote sensing applications of small light systems, significantly improve our country high-precision aerial remote sensing data acquisition and processing capabilities.


System will be breakthroughs in the following areas: the realization of the import of equipment can not be achieved without control, without air Mapping; fine precision aerial survey over imported equipment, can meet the boundary points, aerial survey, determination of pavement surface elevation within the industry, large-scale map Note point of elevation within the industry for applications such as the accuracy of determination of requirements; the application of high-precision light fast small-scale production of aerial remote sensing system of the DEM, DOM consistent with national norms; small and medium-scale topographic mapping of the efficiency and cost more than imports of aerial camera; remote sensing data to deal with real-time enhancements to deal with the day to obtain the level of data the same day. At the same time by the department take the lead in mapping applications such as high-precision light of the verification of small remote sensing system, application and promotion of small-scale high-precision light 1:500 aerial remote sensing system in the digital terrain mapping, light small fast mapping, remote sensing for disaster reduction and emergency response monitoring, forest precision measurement, three-dimensional modeling of urban low-altitude remote sensing of the five aspects of the application of a typical model.
