海南测绘局高度重视测绘科技进步与创新，不断完善科技管理体制和运行机制，拓宽对外科技合作与交流领域和渠道，壮大人才队伍，科技工作取得了一定成效。他们的做法是：

　　一是建立工作机制，推进科技工作。成立了局科技委员会，制定《海南测绘局科技工作委员会章程》，出台《海南测绘局测绘科学技术进步奖奖励（暂行）办法》，调动和发挥科技人员的积极性和创造性。

　　二是实施科技立项，带动科技进步。设立海南测绘局科技发展基金，用于支持局开展前沿关键技术研究、重大项目立项论证、项目实施科技保障、科技成果转化应用等重点科技工作的基本资金需求。组织本局测绘科技项目申报、评审、立项工作，编制《局测绘科技基金项目申报指南》。

　　三是加强科技交流，推动科技合作。举办各类科技讲座、研讨会，与芬兰大地测量研究所访问团签署了合作纪要，就大地控制测量服务、精密导航定位技术与应用、遥感技术与影像处理技术、空间地理信息资源数据库与公共服务平台建设与应用等方面开展科技合作。联合山东科技大学组建“海岛（礁）测绘技术国家测绘局重点实验室”。

　　四是开展技术研究，提高自身科研能力。积极参与重大测绘项目的关键技术研究工作，通过对陆海统一基准与海岛（礁）测绘生产性试验、中大比例尺基础地理数据库更新技术试验、基于3S技术的海南省重要水源地生态保护示范应用等项目的技术研究，提高了科技创新能力。

Organization to declare this mapping technology, assessment, project work, the preparation of "Bureau of Surveying and Mapping Technology Fund project reporting guidelines."


The third is to strengthen scientific and technological exchanges and to promote scientific and technological cooperation. Organizes a wide range of science and technology talks, seminars, and the Finnish Geodetic Institute of the minutes of the delegation signed a cooperation on the measurement of geodetic control services, precision navigation and positioning technology and applications, remote sensing technology and image processing technology, space database of geographic information resources and public services platform construction and application of scientific and technical cooperation. Shandong University of Science and Technology set up a joint "island (reef) Surveying and Mapping Technology Key Laboratory of the State Bureau of Surveying and Mapping."


Fourth, technical research, to enhance their research capability. Mapping the active participation of major research projects in key technologies through a unified base of land and sea and islands (reef) production test of Surveying and Mapping, China and the basis of large-scale geographic database to update the technical test, based on 3S technology in Hainan Province, an important model of ecological protection of water and the application of technical studies and other projects to enhance scientific and technological innovation.
