2009年，广东省测绘工作坚持以科学发展观为统领，深入贯彻落实国务院和省政府关于加强测绘工作的意见和工作部署，紧紧围绕全省经济社会发展大局，主动提供测绘服务保障。今年上半年，共向社会和有关部门提供各等级水准点、GPS点1904个，提供各种比例尺图件、数据2680幅。测绘工作发展主要呈现三大特点：

　　一是基础测绘工作不断加快。今年上半年，省国土资源厅继续推进基础地理信息数据的获取和更新。组织完成了肇庆等测区约2.4万平方公里航空影像数据的获取和验收工作，并把珠三角地区（约1.2万平方公里）列入2009年国家基础航空摄影计划。组织实施粤北、粤西等测区基础地理信息数据更新和粤东测区1：1万更新，更新1：1万地形图83幅、数字高程模型530幅、正射影像图3166幅。组织完成了GPS点632个、水准测量2540公里，完成数字化大比例尺地形测量560幅。认真抓好惠州、佛山市数字城市地理空间框架建设和广州、茂名推广计划试点，惠州市数字城市试点工作数据库建设已完成，转入应用服务平台建设阶段，佛山、广州、茂名市的技术设计书正在报审中。组织完成了粤澳联测工作，为粤澳两地合作发展提供了精确、统一的测绘基准，满足了跨境工程建设的需要。

　　二是测绘统一监管不断加强。制定出台了《广东省国家秘密基础测绘成果提供使用管理规定》、《广东省测绘项目备案登记管理办法》，全面实施国家测绘局新修订的《测绘资质管理规定》与《测绘资质分级标准》。组织完成了2009年度甲、乙级测绘资质单位注册125家，测绘资质新办证、升级、变更等业务核准46家，外省来粤测绘备案19家，开展测绘资质复审换证的前期准备工作。按照国务院办公厅《转发测绘局等部门关于整顿和规范地理信息市场秩序意见的通知》要求，组织做好地理信息市场专项整顿工作，认真抓好互联网地图、地理信息服务的质量监督检查和整改落实工作，严格把好地图审核关，上半年共受理审核地图34批次。依法审批测绘成果提供使用，批准提供测绘成果114宗。

　　三是测绘保障服务能力不断增强。加快了基础地理信息公共服务平台建设步伐。完成了珠江三角洲基础地理信息公共平台建设工作方案的制定。广东省地图生产与服务综合数据库试建库工作进入应用研究阶段，继续推进省级测绘成果目录服务系统项目建设和连续运行卫星定位服务系统应用服务，加强政府用图和公开版地图的编制工作，强化地图公共服务。

　　此外，省国土资源厅还加大了对外国人来华测绘、外省来粤测绘、涉军、涉密测绘监管工作力度，大力推进珠江三角洲基础地理信息公共平台建设，进一步提升测绘服务保障能力，积极推进部门间地理信息资源合作共建共享，重点抓了与应急、地震、海洋、民政、交通、林业、水利等部门间地理信息资源共建共享建设工作，促进了地理信息的广泛应用。
