近日，湖北省测绘局向局属各单位和局机关各处室印发了《关于进一步做好离退休干部工作的意见》（以下简称《意见》）。

　　《意见》明确，加强离退休干部工作的指导思想是：坚持以邓小平理论和“三个代表”重要思想为指导，深入学习实践科学发展观，认真落实离退休干部政治、生活待遇，紧紧围绕发展湖北测绘事业和促进全局各项工作，充分发挥离退休干部作用，健全工作机制，不断完善工作制度，改进工作方法，开展实体活动，为老有所养、老有所医、老有所教、老有所学、老有所乐、老有所为创造良好条件。

　　《意见》要求，一要加强组织领导。要明确一位领导分管离退休干部工作，单位主要领导要真正把此项工作列入重要议事日程，每半年听取一次工作情况汇报，及时研究解决有关问题。二要健全工作机构。局离退休干部处，负责局机关离退休干部工作，指导局属单位离退休干部管理工作；局属单位，尤其离退休干部人数较多的单位，要明确管理部门和工作人员。三要明确工作思路。对涉及离退休干部工作的重点、难点问题，要积极协调有关部门帮助解决，在检查考核、总结表彰等方面、要体现离退休干部工作内容。要从尊重、理解、关心和帮助离退休干部出发，保证离退休干部在政治上保持先进，思想上积极向上，生活上幸福安康。要注重沟通思想，做好情感慰藉工作；注重落实各项待遇，做好帮危济困工作；注重组织开展活动，充分展示晚年风采；注重发挥作用，进一步体现离退休干部的人生价值，让离退休干部过一个健康快乐、和谐有为的晚年。

　　《意见》强调，一要坚持和完善离退休干部工作的各项制度。要坚持和完善离退休干部阅读文件、听报告、参加重要会议和重大活动、定期通报、走访慰问、党员组织生活等制度。二要加强思想政治工作。要组织离退休干部学习党的十七大精神、学习邓小平理论和“三个代表”重要思想，认真学习实践科学发展观，把社会主义核心价值体系融入离退休干部思想政治工作，教育和勉励离退休干部坚定理想信念，珍惜光荣历史，永葆革命本色；继续关心测绘事业的发展，关心和支持单位领导的工作，充分理解单位和组织上的困难；认真做好离退休干部来信来访工作。三要提高离退休干部生活待遇、建立健全保障机制。要认真落实工作经费、离退休干部医疗待遇。要认真做好厅级离退休干部的保健工作。要建立完善离退休干部用车制度。保障离休干部、享受厅级待遇的退休干部看病、学习、开会以及组织参加其他社会活动用车。四要建立健全离退休干部共享改革发展成果的机制。五要建立特殊困难离退休干部的帮扶机制。要制定和完善困难帮扶制度和办法。对有特殊困难的离退休干部、给予适当照顾，帮助他们解决生活、医疗等方面的特殊困难。六要丰富离退休干部的文化生活。要将其列入单位测绘文化建设统一规划，加强离退休干部活动室的建设，发挥其功能作用。要把活动室办成老同志开会学习、交流感情、阅文读报、健身强体的场所；要从有益于离退休干部身心健康出发，组织开展丰富多彩、积极向上的文体活动，充分发挥离退休干部作用，为发展湖北测绘事业、推动全局各项工作做贡献。

We should pay attention to the communication of thought, do a good job in the work of emotional comfort; focus on the implementation of treatment, do a good job in danger to help the poor work; focus on the activities of organizations, the full display of old age style; focus on the role of retired cadres and further demonstrates the value of life, so that from a retired cadre in health and happiness and harmony for old age.


"Opinions" to emphasize that one should uphold and improve the work of retired cadres of the system. To uphold and improve the retired officers to read the papers, listen to the report, to participate in important meetings and major events, regular briefing, visit sympathy of party members, such as system organization. Six to enrich the cultural life of retired cadres.
