2010年，太原市国土资源局将按照“夯实基础、推广应用、规范市场、保障服务”的工作思路，采取有力措施，加大基础测绘投入，完善基础地理信息数据库，推广应用数字太原基础地理空间框架成果，加强测绘市场监管和执法检查力度，加强测绘统一监管，提升服务保障能力和水平。

　　一是夯实发展基础，谋划好“十二五”测绘规划。在全面完成“十一五”工作目标的基础上，认真总结经验、查找不足、开展调研，科学谋划“十二五”测绘规划。该市局成立专门机构，组织专门人员，认真开展全市“十二五”基础测绘规划、地籍测绘规划的编制工作。各县（市）国土部门要成立测绘规划编制小组，拟订“二十五”测绘规划发展目标和工作计划，积极推进规划编制工作。

　　二是加强队伍建设，完善工作机制。制定切实可行的培训计划，加强职工培训，提高队伍整体素质。继续将测绘监督管理纳入国土资源年度工作目标责任制，做到有部署、有检查、有考核、有提升。各县（市、区）国土部门要结合实际，完善工作制度、强化工作机制、规范工作程序、提高工作效率，确保测绘工作落实。

　　三是坚持项目引导，积极主动服务。按照“围绕大局、服务社会”的要求，根据各政府部门的需求确定测绘项目的立项建议，争取财政支持，确保项目落实，通过项目引导，提升服务水平。各县（市、区）国土部门要按照市局的总体部署与要求，结合当地实际，积极主动服务。要对使用财政资金的测绘工程项目及其他建设工程中的测绘项目提出科学合理的立项意见，发挥测绘优势，通过优质快捷的服务推进测绘事业又好又快发展。

　　四是强化日常监管，规范市场行为。巩固地理信息市场专项整治的成果，强化联合执法机制，加大执法力度，严格查处无证测绘、测绘成果涉密泄密等非法测绘行为，加强地图市场和测量标志的巡查、监管力度，进一步规范地理信息生产、流通、出版、服务的各个环节。与此同时，完善相关政策措施，培育、引导、促进地理信息产业健康有序发展。
