近日,湖北省第二测绘院印发《生产经营管理办法》(以下简称《办法》)。
《办法》指出,本办法是以进一步规范生产经营管理,贯彻落实ISO9000质量管理体系,提高测绘管理效率,提升测绘服务保障能力,确保院经济工作目标的实现为总则。
《办法》强调,院生产经营管理要始终坚持以邓小平理论和“三个代表”重要思想为指导,全面贯彻落实科学发展观,把为经济社会发展提供测绘服务保障作为出发点和落脚点,充分体现测绘新技术的应用,努力培养信息化测绘体系建设人才,不断提高测绘公共服务水平。
《办法》明确,院生产经营管理在该院的统一领导下,以生产经营科为主,院属各科室共同参与进行,加强生产过程中的财务管理,注重成本核算,坚持以人为本、诚实守信的原则。院生产经营管理主要内容有:项目承接、生产组织、生产协调、技术设计、仪器设备管理、质量管理、经费管理与结算、人员管理、资料管理与保密、安全生产管理、沟通回访与质量反馈、合同履约与生产经营相关的其他工作等。
《办法》分为七章四十二条,分别对生产管理与组织、项目生产基本流程、技术设计与技术问题处理、质量管理与检查、资料收集与成果接收和发送、仪器设备与后勤保障、项目经费管理以及经营管理、生产经营制度、财务管理与核算等方面内容做出比较详细的规定,为院规范生产经营管理提供了有效依据。

"Rules" is divided into seven chapters 42, respectively, of the production management and organization, project the production of basic processes, technical design and technical aspects of processing, quality control and inspection, data collection and the results received and sent equipment and logistic support, project financial management and business management, production and management systems, financial management and accounting and other aspects to make more detailed provisions for the hospital standardized production and management provides an effective basis. |
