2月23日，浙江省宁波杭州湾新区管委会正式成立并举行了挂牌仪式，全面启动杭州湾新区建设，这标志着杭州湾南翼是将崛起的浙江 “浦东”。今后，这片500多平方公里的创业热土，将成为宁波乃至浙江发展海洋经济的新平台。

　　宁波杭州湾新区管委会为宁波市政府派出机构，独立行使相关市级经济管理权限。杭州湾新区将定位国家统筹协调发展的先行区、长三角亚太国际门户的重要节点区、浙江省现代产业基地和宁波大都市北部综合性新城区。

　　新区建设2001年开始起步，管委会领导高度重视规划与前期测绘工作，制定了详细规划，并进行基础测绘。宁波市测绘设计研究院根据管委会委托承担了测绘工作。2008年，该院抓住机遇，成立了慈溪分院。 2009年，该院测制了新区1：500航测地形图29平方公里；工业区块地下管线探测65平方公里；完成建筑工程规划放线、基础复验测量、竣工测量等24项；建成了“工业区块地下管线信息数据库”和“新区基础空间信息系统”，为新区建设及时提供了测绘保障服务。

　　在宁波杭州湾新区管委会正式成立仪式上，宁波市测绘设计研究院慈溪分院负责人接受现代金报记者采访时说：“两年前来到这里，很多路都没修起来，周边也是冷冷清清的，现在路修好了，工厂盖起来了，工作在这里，每天都能感受新区日新月异的变化。我们作为新区的建设先行者，将继续运用测绘新技术，为新区建设提供优质服务”。
