西部大开发战略实施１０年来，兰州军区部队着眼西北经济社会发展需求，持续不断推进援建重点工程、支援生态建设、扶贫帮困等“十项工作”，产生了良好的政治、经济、军事和社会效益。

党中央作出实施西部大开发的重大战略决策后，兰州军区在全军率先提出援建意见，并依据国家总体发展战略需要把援建行动集中梳理为“十项工作”，科学谋划，扎实推进。兰州军区援建领导小组负责人向记者介绍了“十项工作”实施以来的有关情况：

    ——集中援建重点工程。军区部队集中用兵、敢打硬仗，先后参加和支援了５１个省以上重点工程建设项目。从１９９９年起，抽调１．５万多名官兵、１３００多台机械车辆参建兰成渝输油管道工程，使这条国家输油大动脉提前两年竣工。青藏铁路工程启动后，军区测绘分队主动承担起数字化铁路测绘任务，攻克技术难题５０多个，为国家节约资金４亿多元。

    ——积极参与新农村建设。各部队采取对口支援、定点帮扶的形式，先后帮建新农村６１０个。宁夏红寺堡移民开发工程实施后，驻宁部队和民兵预备役“百连千车万人”齐上阵，平整土地８万多亩，协助安置移民１７万多人，帮助建起４２个新村庄。

    ——持续支援生态建设。为再造一个山川秀美的大西北，军区部队常年开展绿化活动，累计植树１３．８亿株、成片造林６６万亩。陕西小流域综合整治、兰州大砂沟绿化治理、青海“三江源”国防林带、新疆环塔克拉玛干大沙漠防风固沙等规模化工程，都产生了良好的经济效益和生态效益。

    ——扎实做好扶贫帮困。军区部队先后建立２２００多个扶贫联系点，帮助５．６万名群众脱贫致富。某给水团充分发挥专业技术优势，先后在内蒙古戈壁、陇东高原、宁南山区打井８００多眼，解决了百余万各族群众用水难题。

    ——主动搞好助学兴教。各部队先后援助希望小学５１６所、资助贫困学生３．３万名。近３年来，筹资２２００多万元在老少边贫地区和地震灾区援建了４０多所学校，成为基础设施建设的“样板学校”和开展国防教育的“示范学校”。
