2010年1月19日，二〇〇九年度国家测绘局科学技术委员会全体委员会议在海南省海口市召开。会议由国家测绘局科技委主任陈俊勇院士及副主任李德仁院士主持，国家测绘局李维森副局长出席会议并做重要讲话，海南测绘局局长王保立参加会议并致辞，科技与国际合作司司长武文忠在会上作了2009年度科技工作总结和测绘科技发展“十二五”规划（讨论稿）的报告，国家测绘局科技委30位委员参加了会议。

　　李维森副局长指出：本次科技委会议对于下一步如何推动测绘科技工作和制定测绘科技发展“十二五”规划都有着非常重要的指导意义。“十二五”规划要发挥对整个测绘行业与地理信息产业在方向、政策、思路方面的指导作用，要在自主创新方面取得突破，从中国制作走向中国创造；把全面建设信息化测绘体系，推进测绘信息化发展以及加快数字中国建设作为“十二五”测绘科技发展的方向和目标；谋划好“十二五”期间的重大测绘科技项目，充分调研，广泛听取专家意见，积极与科技部、发改委、国防科工局等其它部委沟通，争取在“十二五”期间获得更多支持；进一步完善测绘科技创新体系建设，重视测绘企业在测绘科技创新体系建设和布局中的作用及位置，充分发挥地理信息企业在技术研发、成果转化、市场开拓等方面的积极作用；加大测绘科技的国际交流合作，大力实施测绘单位“走出去”战略，鼓励测绘和地理信息企业、单位积极参与国际竞争与合作，提高我国测绘科技的国际地位和话语权。同时，要充分发挥国家测绘局科技委的作用，为测绘科技发展建言献策，同时，发挥自身优势，为测绘科技发展争取到更多国家支持。

　　会议还听取了机载多波段多极化干涉SAR测图系统、全球地表覆盖遥感制图研究和开放式地理信息共享与公共服务关键技术项目进展情况汇报；对测绘科技发展“十二五”规划初稿进行了讨论并提出了一些修改意见；采用无记名投票的方式，评选产生了国家测绘局拟推荐2010年国家科技奖的项目。

Li Weisen, deputy director pointed out: The Science and Technology Committee meeting for the next step in how to facilitate the work of surveying and mapping technology and the development of mapping technology, "Shier Wu" planning all have a very important guiding significance. "Shier Wu" planning to play the entire survey and mapping industry and geographic information industry in the directions, policies, ideas, guidance on the role of independent innovation in a breakthrough towards production from China to create China; the building mapping information system, to promote the development of mapping information and speed up the construction of Digital China as a "Shier Wu," Mapping scientific and technological development direction and goals; Making a good plan, "Shier Wu," Mapping the period of major scientific and technological projects, the full research, listen to expert opinions, positive and Technology Development and Reform Commission, National Defense Science and Industry Bureau and other ministries of communication and strive to "Shier Wu" period to get more support; further improve the mapping scientific and technological innovation system, emphasis on Surveying and Mapping Surveying and Mapping scientific and technological innovation enterprises in the construction and layout of the role and location, give full play to geographic information technology research and development enterprises, and achievement transformation, market development, etc. an active role; increase the mapping technology, international exchanges and cooperation, vigorously implement the mapping units "going out" strategy to encourage mapping and geographic information enterprise, unit active participate in international competition and cooperation, enhance the international status of China's surveying and mapping technology, and the right to speak. The meeting also heard a multi-band multi-polarization interference in airborne SAR mapping systems, global land cover mapping of remote sensing research and open geographic information sharing and public service reporting on the progress of key technology projects; for mapping scientific and technological development, "Shier Wu" Planning the first draft were discussed and put forward a number of revisions; adopted by secret ballot, selected the National Mapping Agency created in 2010 to be recommended awards national science and technology projects.
