中国国家地理信息公共服务平台省级分节点建设试点工作已于近期启动。山西、吉林、黑龙江、江苏、重庆、山东等10个省份成为首批试点地区。国家级主节点建设也将于年内开展。这标志着2010年，我国地理信息服务方式正在加快从提供数据向提供在线服务迈进。

　　国家地理信息公共服务平台是以分布式地理空间框架数据库为基础，以网络化地图与地理信息服务为表现形式，以电子政务内、外网为依托，国家、省、市三级互联互通，服务于政府管理和人民群众生活的地理信息公共服务体系。平台建成后，将实现1个国家级主节点、31个省级分节点以及333个市级信息基地的互联互通，形成与土地、交通、林业、水利、民政、公安等部门互联互通的地理信息资源共建共享机制，建立起较为完善的公共地理信息数据体系和“一站式”在线地理信息协同服务机制，从而使我国基础地理信息的传统服务方式发生根本性改变，全面提升信息化条件下地理信息公共服务的能力和水平。

　　据国家测绘局负责人介绍，针对各级政府部门、企业和社会公众对权威可靠的网络化地图与地理信息服务的需求与日俱增的状况，以及实现全国多尺度、多类型地理信息资源的综合利用与在线服务的迫切要求，国家测绘局于2008年作出了建设国家地理信息公共服务平台的战略性决策，并组织专家开展了需求调研，进行了平台建设规划、总体设计和相关试验。当年年底，平台总体设计方案在京通过专家论证。2009年，国家测绘局制定并印发了《国家地理信息公共服务平台建设专项规划(2009—2015年)》《关于加快推进国家地理信息公共服务平台建设的指导意见》和《国家地理信息公共服务平台技术设计指南》。

National Geographic Information Public Service Platform is a distributed database, geo-spatial framework, based on a web-based maps and geographic information services, manifested in the form to e-government inside and outside the network as the basis, the national, provincial and municipal interconnection, service government administration and the people in the life of the masses of the geographic information the public service system. Platform is built, will achieve a national master node, 31 provincial-level sub-nodes and 333 city-level information-based interconnection to form and land, transportation, forestry, water conservancy, civil affairs, public security departments interoperability of geographic information resources sharing mechanisms, to establish a more sound public geographic information data system and the "one-stop" online geographic information service system together, so that our basic geographic information, a fundamental change in the way traditional services to upgrade the overall conditions of informatization geographic information and level of public services.


According to the State Bureau of Surveying and Mapping the person in charge for all levels of government departments, enterprises and the general public on the authority of a reliable network of maps and geographic information service needs of the growing conditions, and the achievement of national multi-scale, multi-geographic information resources utilization and urgent requirement for online services, the State Bureau of Surveying and Mapping in 2008, made the building of the National Geographic Information Public Service Platform of strategic decision-making, and organize experts to carry out a needs survey, carried out a platform for construction planning, overall design and related tests. End of the year, the platform design plan demonstration by experts in Beijing. In 2009, the State Bureau of Surveying and Mapping formulated and issued the "National Geographic Information Public Service Platform Construction Project Planning (2009-2015)" "National Geographic Information on accelerating the construction of public service platform for guidance" and "National Geographic Information Public Service Platform Technical Design Guide.
