2009年,甘肃省测绘局以科学发展观为指导,依托科技创新,强化生产环节管理,灾后恢复重建测绘专项规划实施进展顺利,获得了大批质量高、现势性强、多方急需的地理信息成果。
根据《汶川地震甘肃重灾县恢复重建防灾减灾规划》,甘肃省针对陇南市、甘南州8个重灾县(区)及地震烈度在VI级以上的36个其它受灾县(区)共90712平方公里区域,确定在2008年至2010年,分年度实施全区域1∶1万航空摄影、1∶5万地形图测绘、地理信息数据库及平台建设。
甘肃省测绘局克服灾区自然条件恶略、任务艰巨、时间紧迫、藏区作业安全保障压力大、专项经费到位晚的诸多不利因素,依据《甘肃省地震灾后重建项目管理办法》,精心组织,有序实施,全力以赴保障应急需求。严把设计关,组织省内外专家论证评审《甘肃南部地震灾后恢复重建测绘专项建设工程总体设计方案》,强化生产环节管理,全面落实质量管理体系,充分应用现有测绘技术装备,开展科技创新,建立了信息化的航测生产体系,提高生产质量和效率。
截止2009年底,累计完成航空摄影73086平方公里,航摄区域全部完成外业控制像片连测、数字空中三角测量工序的生产;完成1:1万影像地图生产1358幅计35000平方公里,完成1:1万数字高程模型生产1048幅计27000平方公里,完成1:1万数字线划图制图和空间数据生产1048幅计27000平方公里;完成1:5万地形图缩编66幅计27000平方公里;启动了防灾减灾基础地理信息数据库及平台建设,基于3S的灾区地质灾害防治地理信息系统等应用专项建设方案已与有关专业部门会同设计完成,准备组织专家评审。
