为强化对各级国土资源领导班子和“一把手”监督管理，宁夏回族自治区国土资源厅（测绘局）结合工作实际，实行纪检“双例会”制度，即驻厅纪检组每季度召开一次五市国土资源局纪检组长会议，五市每两月召开一次县（市、区）国土资源局纪检会议，主要传达学习了上级有关精神，汇报季度纪检监察工作，分析党风廉政建设和反腐倡廉工作形势，重点查找存在的主要问题和薄弱环节，梳理研究对策，明确工作重点，提出具体要求。

　　通过“双例会”制度，着力解决上下情况不通、执行力不强、“瓶颈”问题难解决、监管失之以宽失之以软和责任落实不到位等问题。在组织开展“双例会”的方法上，由过去集中在自治区国土资源厅（测绘局）听汇报，转变为深入到基层，拓展到市、县（区）去查资料、看亮点、学经验、谋对策，增强了工作的针对性和时效性。在重点上，紧紧围绕厅（局）党组的中心工作和对领导班子重大事项决策、重大项目安排、大额度资金分配使用和干部选拔任用等方面的监督管理，谈体会、提建议、商思路，使纪检监察工作贴近基层、贴近实际。

　　近日，驻厅（局）纪检组在中卫市国土资源局召开了第三次工作例会。通过座谈交流、查阅资料和现场观摩中卫市沙漠生态日光温室基地、腾格里湿地公园、美利工业园区、新区建设，找准了差距，理清了思路，明确了重点，增加了动力。同时，提出了当前应抓好的六项工作：一是深入贯彻落实好中央“四个文件”精神，二是全力以赴抓政风行风建设，三是持之以恒抓惩治和预防腐败体系建设，四是加速推行廉政风险防范管理工作，五是着力抓好工程建设领域突出问题专项治理工作，六是下大力抓好效能建设。

In organizing the "double regular" approach on the autonomous region from the previous focus on the Office of Land and Resources (Survey and Mapping Bureau) to listen to reports into deep into the grassroots level, expanding to the city, county (district) to check information, see bright spots, learning experiences, and find solutions to enhance the relevance and timeliness of work. In the priority, closely around the department (bureau) party's central work and leadership on major issues on the decision-making arrangements for major projects, large amounts of money allocated for use and the cadre selection and appointment of the supervision and management, etc. to talk about experiences, suggestions, business ideas , so that the work of discipline inspection and supervision close to the grassroots level, close to reality.


Recently, in department (bureau) discipline inspection group in Zhongwei City Land Resources Bureau convened the third regular meeting of the work. Through discussion exchange, access to information and on-site to observe the desert eco-Zhongwei City Greenhouse base, Tengger Wetland Park, Murray Industrial Park, the new district building, identify the gaps, straighten out the thinking and a clear focus to increase the momentum. At the same time, proposed to be grasping the current six work: First, thoroughly implement the central "four document" spirit, and second, go all out to grasp the political popularity of wind-building and the third is perseverance grasping system for punishing and preventing corruption, the four is to accelerate the implementation of the Independent Commission Against Risk prevention and control work, is to focus their efforts on five areas of outstanding problems in the construction work of the special treatment, six is the next great efforts to strengthen the effectiveness of the building.
