近年来，广西壮族自治区测绘局坚持“四贴近”原则，充分发挥测绘技术和地理信息资源优势，以积极主动的姿态，为国土资源管理各项工作的开展提供了及时可靠的测绘保障服务，为全区经济建设特别是广西北部湾经济区开放、开发做出了应有的贡献。据不完全统计，2006年以来，该局为国土资源管理部门提供测绘保障服务总值达1.9亿元，工作成绩可圈可点。

　　现代测绘技术的应用，是第二次土地调查快速高效完成并确保成果精确度和准确性的关键。全区第二次土地调查工作开展以来，广西测绘局共提供地形图9720幅；纸质正射影像图9506幅，19095张；DOM 10547幅，数据量达320GB；乡镇行政区划数据2757幅；地图坐标转换改正量数据6040幅。除此之外，该局还承担了25个县(市)的城镇地籍测量与建库工作，到目前为止,完成了桂平、田阳、德保、靖西、隆林、兴安等县市的地形测量，并开展地籍调查、界址测量和数据库建设工作。与此同时，积极争取国家对全区基础测绘的政策支持，开展了百色市、防城港市、三江县、靖西县、德保县城区地形地籍数据采集和建库工作，开展广西重点发展地区、北部湾经济区的基础地理信息数据库建设。

　　——积极主动，提前做好相关准备工作。2004年自治区政府下达启动全区土地利用更新调查通知后，该局主动与自治区国土资源厅相关业务处室联系，及时提供了全区已有的数字正射影像图（DOM）数量、成图年代和分布状况等基础测绘资料情况和信息；组织编制了自治区航空摄影方案及数字正射影像图（DOM）编制预算；完成了航空摄影的招标工作，当年完成了6万多平方公里的航空摄影；积极配合自治区土地调查办向国家争取委托自行生产调查底图，成为全国土地调查底图委托生产九省（区）之一，从而保证了全区已经生产完成的数字正射影像图（DOM）可以用于第二次土地调查。

　　——高标准严要求，确保成果质量。由于全国土地调查办底图生产的技术要求与基础测绘成果生产要求存在较大差异，在生产经费有限的情况下，该局以大局为重，组织生产单位严格按照全国土地调查办的有关技术要求，对已有成果进行完善。2007年11月底，全国土地调查办组织对委托生产的九省调查底图进行监理，该局编制的数字正射影像图（DOM）总体质量位于九省（区）之首，得到了全国土地调查办的表扬。2005至2008年，国土部门组织了10万多平方公里的航空摄影并委托该局组织数字正射影像图（DOM）生产，该局在生产组织、成果提供和管理上完全按照基础测绘项目实行。

　　——以大局为重，全力以赴开展外业调查工作。为了保质保量完成全区第二次土地调查工作，该局直属单位将主要作业力量放在广西，承担了广西66个县（区）的第二次土地调查任务，占全区第二次土地调查工作单位的61%，并且全部按时保质保量地完成了任务。

　　2008年7月，百色市右江矿务局那读煤矿井下掘进工作面发生透水事故。随着井下施救工作的不断推进，通往事故现场的巷道出现瓦斯浓度超标等问题。指挥部决定在井下事故现场的地表上定位，钻两个深度约为165米、直径为110毫米的钻孔，以便加快排放有害气体速度。自治区测绘局接到任务后，立即组织了9名技术人员，携带全球卫星定位接收机、全站仪等高精度测绘仪器设备，迅速赶到现场，在不到30分钟内，采用单参考站GPS RTK动态测量和利用卫星导航综合服务系统提供的网络RTK定位服务两种方案，完成了地表钻孔位置定位。经检测，两个钻孔坐标放样的平面内符合精度优于6厘米、外符合精度优于20厘米，为钻探队伍开展钻井作业提供了精确位置。

　　为了准确掌握广西近海的地理位置及现状，准确摸清广西的港口资源、滩涂资源、海洋生物资源、海洋矿产资源等，实施自治区党委、政府提出的“大力发展海洋经济”思路，广西测绘局积极配合区海洋局开展岸线修测勘定工作，建立了广西沿海区域三维框架GPS网和高程控制网；开展了海岸线的确定和实地测量；编绘了广西1:25000比例尺海岸线图45幅，编绘重点区域1:10000海岸线图110幅；建立了岸线信息管理系统。同时，该局还参与了广西海洋功能区划的研究，协助政府主管部门报批和发布广西海洋功能区划，完成了自治区级和沿海城市的海洋功能区划图的编制，其中包括地理底图和区划成果图共28个全开图幅，并以电子地图和印刷图两种形式为海洋局提供服务，为广西海洋资源的开发利用提供了详实的基础资料。

　　2009年5月，广西启动全区矿业权实地核查工作。此项工作涉及矿产资源开发权限，事关安定团结和社会稳定。广西测绘局把服务矿业权核查作为当前测绘保障服务工作的重点来抓。一是及时为矿业权核查提供必要的基础控制资料和基础图件。至今年10月底，该局共为矿业权核查提供GPS点837个，三角点16个，坐标转换649个；二是组织精干力量积极参与矿业权核查工作。该局第一测绘院、第二测绘院、地图院承担了27个县（市）1805个矿权数的核查工作。至今年10月底，已完成了771个矿权点的控制测量、界址拐点测量、属性调查等工作。

　　国土资源管理信息化是自治区信息化建设规划的重点，而县级国土资源信息化建设是自治区国土资源管理信息化的难点。为了推进县级国土资源信息化建设，广西测绘局积极与市县国土部门合作，组织实施凌云县、融安县国土信息化建设示范工程。示范工程首期任务是建立试点县城区基本控制网，开展县城区1：500数字化地形图测绘与基础地形数据建库，进行地籍调查与城镇地籍数据建库，开发动态地籍综合业务管理系统。示范工程首期任务于2006年3月通过自治区科技厅组织的验收，项目成果已投入使用。

　　目前正在开展示范工程二期项目，主要任务是建设县级土地利用数据库、土地利用规划数据库、矿产资源规划数据库、矿产资源数据库和国土管理业务流数据库等，研制县级国土资源电子政务信息系统，以实现国土资源调查评价、政务管理和社会服务三个主流程的信息化，推动县级国土资源信息化建设。

Services Baise Nadu mine rescue work

In July 2008, Baise City, Youjiang Mining Nadu heading face coal mine flooding accident occurred. Services Guangxi shoreline repair work measurement and marine function zoning

Services, field verification, Guangxi Mining

Mining Surveying and Mapping Bureau of Guangxi, the service verification of security services as the current focus of work surveying and mapping task. Guangxi Land and Resources Management Information Service of the work of

Land and resources management information is the regional focus of information technology planning, and construction of county-level land resource information is a regional land and resources management of information technology difficult. To promote the construction of county-level land resource information, Guangxi Bureau of actively working with cities and counties in land surveying and mapping departments, organize the implementation of Lingyun Xian, Rongan County land information technology demonstration projects. Demonstration project first task is to establish a pilot county area of basic control network to carry out county District 1:500 Digital Topographic Map Database with the terrain data base to carry out cadastral survey data with the Cadastral Database, to develop dynamic cadastre integrated business management system. Demonstration projects of the first phase of the task in March 2006 through the Autonomous Region Science and Technology Department of the acceptance, the project results have been put into use.


Demonstration project is currently being carried out two projects, the main task is to build county-level land use databases, land use planning database, a database of mineral resources planning, mineral resources, land management operations database and streaming database, the development of e-government at the county level land resources information systems, in order to achieve land and resources survey and evaluation, the Chief administration and social services, three main flow of information, promote the construction of county-level land resource information.
