近日，由国家测绘局陕西基础地理信息中心承担的“西安市三维地理信息指挥系统”获得2009年中国GIS优秀工程银奖。

　　2008年，该中心受西安市信息技术研究所委托，承担国家安全部全国三个试点城市之一的“西安市三维地理信息指挥系统”项目建设。

　　该系统基于当前最先进的三维地理信息平台和空间数据库技术，以地理信息数据为支撑，建立了融合卫星遥感影像、城市航空影像、建筑景观模型、空间地理信息的西安市三维景观平台，实现了专用业务在三维环境下的综合管理，建立起西安全市范围内全方位、实时、准确、高效的信息服务系统。

　　该系统验收后，在西安市信息技术应用研究所安装运行，为该所安全管理工作提供了可视化决策手段和科学决策分析工具，为有关人员提供了全新、高效的技术手段和实用的工作平台，实现了跨部门协作、信息即时传递及共享，提高了管理效率和工作效率。该成果作为成功案例，在行业内进行推广，起到了示范带动作用，产生了显著的社会效益。

The system is based on the most advanced three-dimensional geographical information platform and spatial database technologies to geographic information data for the support, the establishment of a fusion of satellite remote sensing images, city aerial image, building landscape models, spatial geographic information platform of Xi'an three-dimensional scene and realized Private business in the three-dimensional environment, integrated management, to establish within the Xi'an city comprehensive, real-time, accurate and efficient information service system.


Acceptance of the system after the application of information technology at the Xi'an Institute of installation and operation, for the security management provides a visual decision-making tools and scientific decision-making analysis tools, as providing a new, efficient techniques and practical working platform to achieve an inter-departmental collaboration, information transfer and sharing of real-time and improve management efficiency and productivity. The results as success stories in the industry to promote, and played a leading role model, resulting in significant social benefits.
