　　专家组听取了项目组的报告，审阅了相关文档资料，进行了质询、讨论和评审，认为该《方案》资料齐全，编写规范，符合评审要求；设计合理，技术路线可行，项目实施与质量保障体系完善，项目建设内容能够满足数字十堰地理空间框架建设的需求，具有先进性；在十堰市地理信息公共平台上建立的示范应用系统可满足政府、专业部门和公众的需求，具有较强的实用性；经费概算基本合理。专家组一致同意《方案》通过评审。

　　数字十堰地理空间框架建设，是深入贯彻落实科学发展观的重要举措，对于增强十堰市地理信息公共服务能力，提高十堰市城市管理、应急处理、政府科学决策等服务能力，发挥地理信息资源的最大效益，提升社会地理信息资源开发利用水平，更好地满足国民经济和社会发展需要具有十分重要的意义。

November 15, Hubei Bureau of Surveying and Mapping Experts Mapping Agency of Shiyan City, Hubei Province, the second Surveying and Mapping Institute, Hubei-based geographic information prepared by the Center of the "digital geo-spatial framework of the construction of Shiyan overall program" (hereinafter referred to as "Program") assessment.

Expert Group heard a report of the project team, reviewing the relevant documentation, conducted a question, discussion and evaluation, that the "program" information is available, the preparation of specifications, meet accreditation requirements; rational design, technical route feasible, the project implementation and quality assurance system, the project construction content to meet the digital geo-spatial framework for the construction of Shiyan needs to be advanced; in Shiyan City, geographic information common platform to build demonstration applications to meet the Government, the professional sector and the public needs, with a strong practical sex; provision of basic and reasonable estimates. It was agreed that "program" for approval.


Digital geo-spatial framework for the building of Shiyan is thoroughly implement the scientific concept of development an important measure of geographic information for enhancing public services, Shiyan City, enhancing Shiyan city management, emergency response, government services such as scientific decision-making capabilities, to play the largest geographic information resources efficiency, enhance social development and utilization of the level of geographic information resources to better meet the needs of national economic and social development of great significance.
