    在新中国测绘事业取得重大成就的今天，我们格外缅怀为新中国测绘事业作出卓越贡献的原国家测绘总局局长陈外欧同志。新中国成立60周年之际，记者来到了陈外欧家采访他的夫人晨虹。
    坐在我对面的慈眉善目、和蔼可亲、精神矍铄的老人，年轻一代的测绘人只知道她是新中国测绘事业主要奠基人、国家测绘总局首任局长陈外欧的遗孀，却很少有人知道她还是年少从戎、经受过战争考验的八路军359旅老战士和参与国家测绘总局筹建、后半生与测绘事业共沉浮的老测绘人。晨虹说：“外欧戎马一生，战事使他离不开测绘并对测绘产生了深厚的感情。新中国成立后，身为两局（总参测绘局和国家测绘总局）之首，外欧主持新中国测绘事业的创建与发展。他为新中国测绘事业付出了全部心血与精力，与测绘有难以割舍的不解之缘。在他被谪云南平反复职时，他宁可放弃官升禄厚甘愿复任原职。他说，‘测绘局的一草一木一砖一瓦都凝聚着我和我的战友的情感和心血。我要在测绘岗位干一辈子。’”
    从晨虹的口中，记者了解到，1956年国务院设立国家测绘总局时，身经百战的陈外欧将军被周恩来总理“点将”出任国家测绘总局局长。陈外欧决策果断，敢于创新，以他素有的胆略、才识和泼辣的作风，把来自四面八方的测绘队伍，整顿改编，很快形成了生产力量。到1959年，国家测绘总局系统，职工人数已达8000多人；完成了直属队伍在全国的基地布局；建立了科研机构，健全了教育和出版单位；从法规建设入手，使事业管理逐步走向正轨；地方测绘管理部门先后成立；在急用先测的原则下，优先提供一批经济建设重点地区用图，第一期基本测图在全国范围内相继展开。陈外欧把他毕生的精力奉献给了测绘事业，并以自己创造性的劳动推动了测绘事业的发展。
    当记者问到陈外欧留给测绘人最宝贵的精神遗产是什么时，晨虹不假思索地回答：“是强烈的事业心和他的铮铮铁骨！”陈外欧热爱事业、百折不挠。为了完成总理亲自交给的任务，他呕心沥血，鞠躬尽瘁，甚至在身陷囹圄时仍不忘此重托，在平反提职时仍高位不就、高薪不拿而坚决要求重返测绘战线。陈外欧尊重知识、爱惜人才。对知识分子，特别是一些老测绘科学家和工程技术人员，他关怀备至；对测绘教育，他高度重视，建议把当时的解放军测绘学校升格为测绘学院，对当时的武汉测绘学院倾注了大量心血。陈外欧实事求是、反对造假。在大是大非的问题上他不肯随波逐流，敢于公开自己的政治观点；对待生产数量、质量问题，他坚决反对浮夸，使得重视成果成图质量当时在国家测绘总局蔚然成风。陈外欧联系群众、艰苦朴素。他从不吃请，从不借工作之便游山玩水，他的专用汽车也从不准家属享用。他的两个女儿在外地工作，他至死也不向组织提出调动她们的要求。陈外欧铮铮铁骨、耿耿忠心。尽管两次受到不公正的待遇，但他对党的感情一如以往，忠心不改。

    晨虹前不久参观了新落成的中国测绘基地。对当前测绘事业取得的巨大成就，震虹表示欣慰。她说，有一个专属自己的办公场所，有一个创新发展基地，是几代测绘人的梦想，如今这个梦想终天实现了。如果外欧地下有灵，也一定会感到高兴。晨虹告诉记者，外欧逝世后，《人民日报》曾刊文纪念他，其中有一篇题为《甘为测绘献此身》，这是对外欧忠诚测绘事业的肯定和褒奖。晨虹说，她愿像外欧那样为测绘事业奋斗终身。作为退下来的老测绘，她甘愿为在职的同志呐喊助威、鼓劲补台，台上台下同心协力，同为测绘献此身。
