　　具有实时定位服务功能的连续运行卫星定位服务系统是当代空间定位发展的热点之一。连续运行卫星定位服务系统是将现代空间技术、通信技术、计算机技术和测绘技术等相结合，在一定范围内建立若干个永久性连续运行的参考站，通过网络互联，构成新一代网络化的卫星导航定位综合服务平台，提供精确、连续的空间基准，并向导航、时间、天气预报、灾害防治等部门提供各种准确数据的先进、高效的服务系统。 2006年，省测绘局向省政府提出建设湖北连续运行卫星定位服务系统申请，获得省政府批准立项，省测绘局负责组织实施，于2008年8月正式启动建设各项前期工作。

　　湖北省连续运行卫星定位服务系统是一个高新技术的集成系统，是一个战略性的空间精确定位平台。随着经济和社会建设的迅速发展，需要进行大量的国土规划、城市建设、工程施工等工程。这些工程的实施都是建立在测绘工作的基础上的。在测绘工作中，精确测定土地权属界址点的位置，提供大比例尺的地籍平面图和房产图，量算土地和房屋面积，建设用地勘测定界测量，以及高速公路、大桥、地铁、市政设施等建设过程中的工程测量等都需要实时精确定位。连续运行卫星定位服务系统建成后，将大大提高测量工作的效率和精度。因此建设连续运行卫星定位服务系统是测绘技术发展的必然趋势。

　　同时连续运行卫星定位参考站还可以与地震、气象、公安、交通、金融、保险、水利、农林、环境等部门相结合，快速、实时提供相关目标三维空间位置和现势信息，提高城市管理水平和处置突发事件的应变能力，为城市有序、协调、稳定、健康的发展服务；将该系统定位信息与遥感相结合，可实现无地面控制点的摄影测量，实现大面积地理空间信息的快速更新。因此，建设连续运行卫星定位服务系统可以满足各行各业对精确定位、实时定位和移动目标导航等空间位置信息方面的服务需求，具有广泛的应用价值。

　　湖北省连续运行卫星定位服务系统的建设引进共享共建机制，将充分利用测绘、气象、地震等部门已经建成的点位、各自形成的通讯设施，避免重复建设。
